NASA’s buildings are not all falling apart in the sense of being unusable or unsafe. But the agency faces a substantial and growing facilities problem: NASA’s Office of Inspector General (OIG) put its deferred-maintenance backlog above $4.1 billion in fiscal year 2025, up from $3 billion in FY 2024. OIG also reported that approximately 83 percent of NASA facilities had passed their designed lifespan as of August 2025. Those figures describe accumulated maintenance needs and asset age—not a finding that every facility is failing.
What NASA’s $4.1 billion backlog means
NASA’s deferred-maintenance figure is an estimate of essential facilities work that is unfunded: the work needed to bring facilities and related equipment to acceptable maintenance standards. It is not one repair bill, nor does it mean the full amount is immediately required to repair a single building. NASA OIG reported a backlog of more than $4.1 billion for FY 2025, compared with $3 billion for FY 2024—an increase of more than 36 percent.
The OIG says the backlog continues to grow amid inflation and declining maintenance budgets. NASA’s FY 2025 budget request included $100 million for infrastructure maintenance projects at multiple centers. That was a request, not proof that the money was ultimately appropriated or spent.
Why aging facilities can affect missions
In its 2025 management-challenges report, OIG said approximately 83 percent of NASA facilities had surpassed their designed lifespan as of August 2025. Designed lifespan is an asset-planning benchmark, not a safety inspection result: it does not establish that every older facility is unsafe or unusable.

OIG says older facilities can have trouble with basic systems such as electricity, water, heating, gas, and waste disposal. The resulting maintenance demands can raise operating costs and increase the risk of critical system failures. OIG also says the backlog has hindered NASA’s ability to carry out missions effectively. A facility need not be a launch pad to matter to a mission; support buildings and utility systems can be essential to operations.
NASA facilities also face site-specific weather risks
Some NASA facilities are located near coasts because launch and other mission requirements make those locations important. OIG reported that five of NASA’s ten centers sit between 5 and 40 feet above mean sea level. The Michoud Assembly Facility is below sea level, while Wallops launch infrastructure is close to the Atlantic Ocean.

OIG identifies hurricanes, storm surge, flooding, sea-level rise, heat, and wildfire among the hazards that can threaten NASA assets. The exposure differs by location; it is not evidence that every center faces the same risk or that a particular site has suffered a specific loss.
What NASA and Congress are doing
NASA’s response, as described by OIG, includes an agency-wide master plan that prioritizes mission-critical assets and identifies facilities the agency no longer needs for divestment. NASA also uses tiered maintenance for critical assets. These approaches address two different construction and portfolio questions: which assets must be maintained to support missions, and which facilities should be repaired, replaced, or disposed of rather than retained.

Congress provided $1 billion in July 2025 for necessary upgrades at some NASA centers, according to OIG. The available reporting does not say that this amount eliminates the agency’s backlog or specify that it covers all of NASA’s facilities needs.
NASA’s backlog is not the federal government’s backlog
GAO reported a combined $370 billion in deferred maintenance and repairs for FY 2024 across the Department of Defense and federal civilian agencies. That government-wide figure is a different scope from NASA’s more than $4.1 billion backlog. GAO said the combined federal total had more than doubled from $171 billion in FY 2017; neither figure should be presented as NASA’s own facilities bill.

GAO has also cautioned that backlog estimates are difficult to interpret without detail about how they change over time, what asset categories they include, and how much relates to mission-critical needs. Its 2023 examination of reporting increases covered DOE, HHS, Interior, and GSA—not NASA—so it provides context about federal reporting, not a direct assessment of NASA’s accounting.

“Complains” is a characterization in the headline, not a verified quotation from a NASA official. The underlying claims come from NASA OIG oversight reports describing aging facilities, deferred maintenance, operational risks, and resilience concerns. OIG’s language is more specific: the agency has a growing maintenance backlog and a large share of facilities beyond their designed lifespan.
