The WA Planning Commission approved site-preparation works for the proposed Women and Babies Hospital in Murdoch in October 2025, despite City of Melville concerns about bushfire exposure, parking and incomplete project details. That decision covered early works—not approval of the complete hospital design.
What the October 2025 approval covered
PerthNow reported on 21 October 2025 that the WA Planning Commission’s Statutory Planning Committee approved the project’s first stage at its meeting on 16 October. The approved work involved removing existing asphalt and levelling the site so foundations could be laid.
The approval included conditions requiring a tree protection plan and a construction management plan. The report does not describe this decision as approval of the finished hospital design; detailed design work was continuing while early construction proceeded.
PerthNow also reported that the first of two planned multi-storey car parks had been approved the previous month. That was a separate approval, not part of the stage-one decision.

Why the City of Melville raised concerns
The City asked the committee to defer the application so bushfire risk, parking and the incomplete project picture could be addressed. The site was described as partly bushfire prone, and the planning report characterised a hospital as a “vulnerable” land use.
City of Melville development approvals manager Kate Bainbridge told the committee: “We understand that a portion of the building will be within a particular high-risk portion of the bushfire zone.” She argued the City wanted a more robust solution before considering the development application. PerthNow reported that the City had not seen, before the meeting, advice from the Department of Fire and Emergency Services (DFES) that a bushfire management plan could be prepared during stage two.

How the project team and planning commission responded
WA Life design engineering director Marcel Barakat said the project was being designed and built in parallel to meet the reported 2029 opening target. He explained: “The staging allows essential foundation works to commence while the balance of the main hospital design continues through greater design resolution and further detailed review.”
On fire safety, Barakat said: “We continue to work with our fire engineering team to ensure adequate fire separation and performance solutions are developed in collaboration with DFES.” PerthNow also reported Barakat’s position that only non-habitable parts of the hospital would be within the higher fire-risk zone. WAPC chair Emma Cole said DFES was comfortable with the project, while deputy chair Ray Haeren expressed confidence that issues could be managed. These are attributed statements; the report does not publish the technical materials needed to independently assess them.

What the hospital is intended to provide
PerthNow described the proposed facility as a $1.8 billion project in the Fiona Stanley Hospital precinct, intended to replace the century-old King Edward Memorial Hospital. Planned facilities named in the report include a neonatology unit for newborns needing specialised care, operating theatres and a family birth centre, alongside two multi-deck car parks.
The report gave 2029 as the intended opening year. That is a target reported in October 2025, not confirmation of the current schedule.

What this approval does—and does not—establish
The decision enabled specified site-preparation work to begin while the balance of the hospital design continued. It does not, on the information reported, establish that the complete development or final fire-safety design had received approval. Nor does the report settle the technical adequacy of proposed fire separation, performance solutions or bushfire management arrangements.
