In February 2025, PerthNow reported that W1 Hospitality co-director Tim Buckton had personally urged the City of Fremantle to promote the area together; the City’s strategy later described Garde as a central feature of the precinct. Garde Hotel, then under construction, officially opened in September 2025.
What is Fremantle’s Convict Quarter?
The Convict Quarter is a way to present part of Fremantle to visitors as a connected destination: a place where the city’s penal-settlement heritage sits alongside newer accommodation, dining and wellness businesses. Visit Fremantle describes it as “The centre of Fremantle’s evolution from a penal settlement to a vibrant cultural and creative hub.”
It is best understood as a visitor and marketing identity, not a permanent legal or cadastral boundary. PerthNow’s February 2025 report described the area as bounded by Henderson, Holdsworth, Hampton Road and Fothergill streets. That reported outline should not be taken as an official property or planning designation.
Buckton said he had personally tried to persuade the council to approve the marketing effort, calling the precinct a tourism addition to Fremantle. PerthNow reported that the City would recognise the neighbourhood in marketing and street signage. The City’s 2025 Economic Development Strategy also refers to Garde as a central feature of the Convict Quarter and connects the area’s tourism promotion with Fremantle heritage.

Those lists reflect different purposes: PerthNow described the precinct’s reported mix of businesses and heritage, while Visit Fremantle highlights visitor attractions. The broader idea is to combine heritage visits with food, accommodation, sport, live music and wellness rather than define the quarter by one attraction.
Is Garde Hotel open?
Yes. Fremantle Chamber of Commerce reported that Garde officially opened in September 2025, at the former Fremantle Police Headquarters. Its opening report identifies Anglesea as the hotel’s restaurant and describes a wellness centre.

The February 2025 PerthNow story was written while the hotel was still under construction. At that time, Buckton described a hotel of more than 80 rooms operating with 23 Warders Cottages through a single reception, and the report forecast an opening later that year after construction delays. Those were projections at the time, not the final opening status.
Hotel rooms and cottages
The Chamber’s September 2025 report gives Garde’s inventory as 83 hotel rooms and 23 Warders Cottages, or 106 accommodation units combined. The hotel rooms and cottages are distinct accommodation options; the shared reception described in the earlier report connected them operationally. The figures describe accommodation inventory, not the hotel’s economic impact.

Visit Fremantle says the area is a five-minute bus ride or a ten-minute walk from Fremantle Bus & Train Station. It lists car parks at Fremantle Prison, Parry Street and Henderson Street. For a heritage-focused visit, the page promotes Fremantle Prison’s guided experiences, including tunnel tours. Check current tour schedules, prices and access arrangements before setting out.
A visit can be planned around the experience you want: Fremantle Prison and other historic places for heritage, Garde and nearby venues for accommodation or dining, Fremantle Oval for sport, and Freo.Social for live music. The available sources do not establish comparative prices, guest satisfaction or a measured tourism impact, so they do not support ranking venues or claiming an economic return from the precinct.
