East Perth Common Ground: What the Completed $70 Million Housing Project Offers

East Perth Common Ground, or Kaalak, is a completed 17-storey supportive housing development with 112 apartments and on-site tenancy support.

East Perth Common Ground, also known as Kaalak, is a completed 17-storey supportive housing development with 112 self-contained apartments. The $70 million project is operational, with tenants moving in through a phased process; its official opening took place on 1 April 2026.

What is East Perth Common Ground?

Kaalak – East Perth Common Ground is a permanent supportive housing development on the corner of Hill and Wellington Streets in East Perth. The 17-storey building contains 112 self-contained apartments. Construction was reported complete on 24 November 2025, and the development was officially opened on 1 April 2026. The state government’s project overview describes the service as operational.

The project is the first of two Common Ground developments in Western Australia. The model originated in New York more than 20 years ago and has since been adopted in other Australian cities. Here, “New York-inspired” refers to the housing and support model; official project descriptions do not say that the East Perth building imitates New York architecture. The state’s overview of Common Ground described the Mandurah project as under construction and expected to be completed in late 2026 when the page was last updated on 6 August 2026.

Who is the housing for?

The development provides permanent supportive housing for adults experiencing ongoing homelessness, rough sleeping and/or low incomes. Half of the apartments are reserved for people experiencing homelessness. The published project information does not specify how the remaining apartments are allocated. The completion announcement gives the apartment count and reservation figure.

How does the Common Ground model work?

The model uses a housing-first approach: permanent housing is paired with support at the site rather than treating accommodation as a short-term step. Mission Australia provides individualised tenancy support, while Mission Australia Housing manages the property and tenancies. That division brings tenancy-related support and day-to-day housing management into the service. The project is part of All Paths Lead to a Home: Western Australia’s 10 Year Strategy on Homelessness 2020–2030.

What are the design and accessibility features?

The apartments span Silver, Gold and Platinum accessibility standards. The state says the design was informed by people with lived experience of homelessness, community housing providers and other stakeholders. The completion announcement describes the accessibility standards and design input.

How was the project delivered and funded?

The development cost $70 million and received an $8 million contribution from the Australian Government. ADCO Constructions built the project, according to the state government’s completion announcement.

What is known about opening and tenant move-in?

The official opening was held on 1 April 2026. Tenants had been moving in since February 2026 through a phased approach, and the service is described as operational. The government announcements report those milestones but do not provide a current occupancy count. The opening announcement and the first-tenants statement give the dates and move-in context.

What the published information does—and does not—show

The project sources explain the housing model, services, eligibility focus and delivery milestones. They do not publish a project-specific evaluation or statistics on tenant retention, wellbeing or current occupancy. The development is therefore a substantial new housing service, but its measurable outcomes should not be inferred from the project description alone.
