What is the planning dispute?
The UWA-QEII Specialised Activity Centre is subject to overlapping planning work: Nedlands’ local scheme and a State-led process covering the precinct. In its 1 October 2025 council agenda, the City reported that approximately 67 hectares governed under LPS 3 fall within the Improvement Plan No. 63 area, including parts of Broadway, Monash Avenue and Verdun Street. That is the City’s reported figure, not an independently verified measurement. Read the council agenda.
The concern is not simply that two plans exist. Nedlands has questioned how State-led planning will interact with local controls, how residents and the City will be represented, and how transport and infrastructure will be addressed. The final scheme and its maps are needed to determine how provisions would apply to individual sites; the sources cited here do not establish which local controls, if any, will ultimately be displaced.
Plan No. 63 is in effect; the Improvement Scheme is not yet complete
These are distinct stages. Improvement Plan No. 63 took effect on 28 June 2024, enabling preparation of a further statutory planning instrument, the Improvement Scheme. The State’s project page, last updated 30 June 2026, said preparatory work had been undertaken and a tender had recently been advertised for town-planning, urban-design, stakeholder-engagement and technical consulting services. The State framed the process as a way to guide the precinct through coordinated State-led planning. Planning Minister John Carey said on 28 June 2024: “This Improvement Plan and a supporting scheme will enable a strategic and coordinated approach to guide future planning and decision-making within this important precinct.” The State also said scheme development would involve stakeholders and residents, including the Cities of Perth, Nedlands and Subiaco. What Nedlands has asked for
The City’s position is qualified: it said it broadly supported a single State planning agency coordinating improvements, particularly infrastructure and transport, but did not support the Improvement Plan as it applied to Nedlands in its then-current form. In a statement published 27 May 2024, it cited inadequate information, concerns about removing local controls and adding to the WAPC’s burden in approving small-scale development, as well as the need for meaningful engagement and an appropriate transport solution. At its 1 October 2025 meeting, the council agenda recorded commissioners backing requests for the Western Australian Planning Commission (WAPC) to explain how community representation and input would be incorporated, and for the Department of Planning, Lands and Heritage (DPLH) and WAPC to establish a working group or appoint a liaison officer. The agenda also records that chief commissioner David Caddy removed a proposed shared vision statement, saying: “The planning vision will naturally derive from the preparation of the improvement scheme.” These were matters recorded in the council process, not provisions of a final scheme. The agenda notes that commissioner Bianca Sandri declared an interest because of her WAPC role and did not participate in the debate or vote.

The WAPC’s agreement with the recommendations of Nedlands’ review is a separate development, not evidence that the overlap has been resolved. The City’s project update records the WAPC’s agreement on 23 October 2025. Read the City’s update.

What residents and property owners can establish now
The State has described a consultative process, but the latest project update cited here does not establish an open resident consultation period or submission deadline. Anyone seeking to comment should check the official UWA-QEII project page for current notices and documents rather than assume a window is open.
For a particular property, the City-reported overlap does not by itself determine which controls apply. The relevant final scheme text and maps would be needed to assess the treatment of a specific lot. Until those are available, claims about the exact local controls that will remain, change or be displaced go beyond what the cited official material establishes.
