What is proposed for G-Block?
The development application covers Lot 34, 28 Seymour Avenue, within the former Shenton Park Rehabilitation Hospital site. The WA Department of Planning, Lands and Heritage (DPLH) consultation notice describes a A$6.8 million proposal for eight townhouses and two multiple dwellings, alongside demolition of the existing single-storey former Sir George Bedbrook Spinal Unit building except for a small portion. The consultation notice identifies the proposal and its location.
The building has been vacant since 2014, when hospital operations transferred to Fiona Stanley Hospital, according to the consultation page. The application concerns this particular lot; it should not be confused with demolition of the entire former hospital or all heritage fabric in the wider precinct.
Why is the proposal a heritage issue?
G-Block is included in the Shenton Park Rehabilitation Hospital State Register of Heritage Places listing (P2971) and the City of Nedlands Local Heritage List. The official FAQ says the applicant proposes to adaptively reuse the building’s south-eastern corner and demolish the remainder, which the proponent considers to have little conservation significance. That is the proponent’s assessment, not an independent heritage finding.

The application and related design-guideline amendment were referred to the Heritage Council of Western Australia for comment. Referral does not mean the Council endorsed demolition. The public document index lists an Applicant Heritage Impact Statement and Demolition Plan, along with architectural and site plans, a transport impact assessment and a bushfire management plan. The document index identifies those records; the index itself does not establish their findings.
Has the demolition been approved?
Public comment on the applications closed on 17 November 2025. DPLH said feedback would inform a recommendation to the Western Australian Planning Commission (WAPC). The official FAQ explains that the related design-guideline amendment must be determined first and may require a report to the Statutory Planning Committee; the development application would then be determined under delegated powers. DPLH assesses both applications and makes recommendations.

The official sources reviewed do not disclose a final WAPC determination. The proposal therefore cannot be described on this evidence as approved, refused or completed. A decision record is needed to establish its current status.
How does Lot 34 fit into Montario Quarter?
The former hospital redevelopment site covers approximately 16 hectares. Improvement Scheme No. 1, gazetted on 17 January 2017, is the operative planning scheme for the site, and the WAPC is the responsible authority for development applications. Lot 34 is zoned Residential R60 under the scheme. The Government of Western Australia’s scheme information sets out the planning context.

The official consultation FAQ identifies Human Urban as the proponent, represented by CLE Town Planning + Design, and Block G Project Pty Ltd as the site owner. The consultation FAQ provides those application details.
DevelopmentWA describes the wider precinct as having completed civil and landscape works, with new residents, shops and local services. Its current FAQ reports around 1,100 new homes for around 2,000 residents at full build-out and more than 25% of the site dedicated to public open space. These are developer-reported figures for Montario Quarter as a whole, not for the Lot 34 application. DevelopmentWA’s Montario Quarter page describes the broader project.

What heritage fabric has been retained elsewhere?
DevelopmentWA says the Queensland Box tree avenue, parts of Victoria House, and the G-Block façade and courtyard have been preserved. It also says the Heritage Council will continue to be consulted throughout the redevelopment. Those precinct-wide statements do not resolve whether the separate Lot 34 application will proceed as proposed or exactly what fabric it would retain.
A WA Government statement from 2019 said more than 60 percent of demolition waste across the project was reused or recycled. That is a historic, project-wide claim and does not state a recycling rate for the current Lot 34 proposal. In 2017, Lands Minister Rita Saffioti described Montario Quarter as a development intended to respect the site’s former role as a place of healing and wellbeing; that original framing is not a comment on the present application.

What records clarify the proposal?
The most direct records for understanding what could be removed and what would remain are the application’s Demolition Plan and Applicant Heritage Impact Statement, listed in the public document index. The WAPC decision record is needed to establish the outcome. Until a determination is available, the proposal, heritage referral and eventual decision should be treated as separate steps.
