Mareterra is a completed district built on reclaimed land along Monaco’s coastline—not a floating city. The project added approximately six hectares to the Principality through a major marine construction programme, with a reported investment of about €2 billion. Inaugurated on 4 December 2024, it combines housing with a promenade, park, marina, retail and cultural space.
What is Mareterra in Monaco?
Also known as Le Portier, Mareterra extends Monaco’s shoreline between the Grimaldi Forum area and the Formula One Grand Prix tunnel. The project website describes it as a residential, cultural and recreational community, largely designed for pedestrians. Its public-facing features include the Prince Jacques promenade, planted green space, a small port and a blue cave explaining how the district was built. The district also includes homes, retail and underground parking. Mareterra’s official project overview and description of the place set out its planned uses; Visit Monaco highlights the promenade, marina, green spaces and visitor features.
The word “floating” is a metaphor, not a description of its construction. Mareterra is an extension of land created through reclamation and maritime works; its buildings and public spaces stand on that extension.
When did Mareterra open, and how was it built?
Monaco announced the land-extension project in 2013 and authorized it through a treaty in July 2015. Marine works began in April 2017, and the district was delivered and inaugurated on 4 December 2024. The official project timeline records dredging of polluted sediment and removal of riprap from the start of the marine works, placement of embankment beginning in early 2018, and completion of the maritime structure in December 2019, followed by installations and planting. The project timeline provides these milestones; Visit Monaco also dates the inauguration to 4 December 2024 in its 5 December 2024 account.

How much did Mareterra cost, and how large is it?
Published project and institutional accounts put the investment at approximately €2 billion and the reclaimed area at approximately six hectares. These are reported figures, not an audited final account. Visit Monaco says the six hectares represent about 3% of Monaco’s territory and equate to just under 15 acres. The International University of Monaco’s overview and the Monaco Economic Board account also report the approximate cost and area.
The Monaco Economic Board describes a programme of 10 villas, four townhouses and 110 apartments, alongside 3,000 m² of retail space and a one-kilometre new coastline. It also reports that 85% of coastal infrastructure was transported by sea, with around 300 companies and nearly 4,000 people involved. These are figures published by the Board; its account does not present them as independently audited measurements. It also notes an extension to the Grimaldi Forum.

What environmental measures were included?
Mareterra was promoted as an eco-district, and project and institutional accounts describe measures intended to address marine and land-based ecosystems. The official project timeline records species-protection preparation as part of the development. The International University of Monaco reports monitoring and transplantation of seagrass, artificial marine habitats, and planting of approximately 800 trees; it says about 400 m² of seagrass was transplanted to Larvotto Beach. These are reported interventions, not evidence on their own of a net ecological gain.
The distinction matters for a reclaimed-land project: mitigation and habitat measures can accompany construction without establishing the overall effect on biodiversity or the marine environment. The sources cited here do not provide independent post-completion monitoring results sufficient to determine Mareterra’s net long-term ecological impact. The reported measures and figures are described in the International University of Monaco overview.

Who designed Mareterra?
The project’s official materials identify Renzo Piano Building Workshop among the architectural team. The Monaco Economic Board also names Valode & Pistre and landscape architect Michel Desvigne. These sources establish their association with the overall development, but do not support assigning every building or individual design element to a particular architect.
