German architect Otto Koenigsberger led an ambitious government-backed effort to use prefabrication for housing in post-independence India. The venture, associated with the Alcrete House and a Delhi partnership with the Hindoostan Housing Factory, faltered after imported Swedish technology proved inadequate for Indian application, according to a later historical account. The episode was not simply a rejection of foreign expertise: Indian professionals and officials assessed the system and pressed for accountability.
Who was Otto Koenigsberger?
Koenigsberger was a German architect who fled Nazi persecution and arrived in India in 1939, according to architectural historian Robert W. Liscombe. After independence, he took on government responsibilities as Director of Housing and worked on new-town development. His remit included an ambitious, partly realized scheme for prefabricated dwellings intended for use across different regions.
That combination of housing administration and planning made prefabrication more than a construction experiment: it formed part of a wider effort to address urgent housing needs through standardized building. Liscombe’s study connects the venture’s failure and the political controversy that followed with Koenigsberger’s resignation and move to London; the evidence does not establish the controversy as the sole reason he left India.
What was the prefab venture?
The best-supported account links Koenigsberger’s initiative to the Alcrete House and a joint venture with the Hindoostan Housing Factory in Delhi during his tenure with the Ministry of Reconstruction and Rehabilitation in the late 1940s. The aim was to bring repeatable, prefabricated construction into a broader housing programme. The available accounts do not establish production totals, unit costs, technical specifications or the number of homes completed, so those figures should not be inferred from the project’s ambition.

In a study of post-independence building materials, Priya Jain examines Alcrete as one case in the debate over European prefabrication systems introduced into India. Her analysis treats Indian participants as evaluators and decision-makers, not merely recipients of technology.
Why did the attempt fail?
A historical account in Peter Scriver and Amit Srivastava’s India: Modern Architectures in History attributes the setback to imported Swedish technology specified for the venture that proved inadequate for Indian application. Jain’s scholarly account adds an important dimension: local actors assessed imported systems and expected foreign experts to answer for their performance. Together, these accounts point to a mismatch between the technology and its intended application, as well as administrative and political scrutiny.

The accessible accounts do not provide performance records, cost comparisons, a full procurement history or detailed testing results. It would therefore be misleading to assign the failure to a specific technical defect or to claim that Indian officials simply resisted modern construction. The more defensible reading is that a proposed system had to meet local requirements and withstand evaluation, and this one did not sustain the case for its use.
Was this India’s first prefabricated housing project?
“India’s first” is too broad without a narrower definition. Jain’s article identifies Alcrete as the first episode in its own case study, not as proof that no prefabricated building had previously been constructed in India. The same article cites a small number of fully prefabricated precast-concrete huts reportedly built in Madras in 1948 for travelling irrigation workers. T.P. Kuttiammu described those huts in “A Prefabricated Workman’s Hut in Cement Concrete,” published in the Indian Concrete Journal that year.

A careful description is that Koenigsberger’s project was an early major government-backed prefab housing venture. That wording recognizes its policy ambition without erasing the earlier Madras example or claiming a national first that the historical record cited here does not establish.
How did the episode fit into India’s wider building debate?
Alcrete and the separate Durisol case
Jain also studies Durisol, a Swiss lightweight-concrete product seeking an Indian market, in a separate case involving architect Shaukat Rai. Durisol was not Koenigsberger’s project. The comparison helps show that imported building systems were considered through professional networks and local assessment; the available account does not provide a quantitative head-to-head comparison of the two products.

Mass production did not always mean full prefabrication
Jain notes that experience with the Government Housing Factory and Alcrete House informed criticism of lightweight foamed concrete. She also discusses the 1954 All-India low-cost house design competition and exhibition. The winning design by S.P. Caprihan used brick walls with a limited amount of precast concrete and was described as suitable for mass production through traditional methods. It illustrates a practical distinction: pursuing repeatable, economical housing did not require every component—or the entire house—to be factory-prefabricated.

The failure and ensuing political controversy contributed to Koenigsberger’s resignation and departure for London, according to Liscombe’s account. Scriver and Srivastava’s history places his departure in 1951 and connects it to the prefab setback. These accounts support a connection, but not a claim that the project alone determined his career or departure.
