What’s Planned for A&P Children Investments’ Vacaville Subdivision Near California Forever?

A&P Children Investments’ proposed Vacaville development is separate from California Forever. Here are the concept’s homes, land uses and current planning status.

A&P Children Investments has proposed a 127-acre development with a city-listed concept of 1,027 homes in Vacaville’s East of Leisure Town planning area. It is a separate project from California Forever, the much larger proposed city in southeastern Solano County. The City of Vacaville’s record shows planning and environmental review milestones through January 2026, but does not establish final approval or construction.

What is the A&P Children Investments subdivision?

It is a proposed mixed-use housing development in Vacaville, not a neighborhood within California Forever. The City of Vacaville identifies A&P Children Investments’ 127-acre property in its East of Leisure Town Growth Area. The city’s initial concept lists 1,027 residential units, a commercial mixed-use area, parks, open space, trails and a water detention basin. These are planning figures, not a guarantee of what will ultimately be approved or built. The city’s Growth Areas Planning page describes the concept.

The proposal is part of a broader, coordinated 601-acre planning area involving three participating landowners as well as parcels whose owners are not participating. The city describes a multi-year process involving a general plan amendment, specific plan, pre-zoning, tentative subdivision maps, development agreements, annexations and environmental review.

Is Marc Andreessen personally developing the site?

The available reporting does not identify Marc Andreessen as the applicant or personal owner of the Vacaville parcel. TechCrunch reported that A&P Children Investments is operated by Laura Arrillaga-Andreessen’s brother, connecting the proposal to the Arrillaga and Peery families. According to that report, the land was acquired by the families’ fathers’ partnership in 1985, transferred through family ownership and eventually held by A&P Children Investments. TechCrunch’s August 2024 report placed the site about 10 miles from California Forever’s proposed development.

TechCrunch also reported that the beginnings of the A&P development could be traced to 2015, before California Forever was founded. Proximity between the two proposals does not establish that one caused the other.

The listed unit count and land uses describe an initial concept, not a final subdivision map or approved construction plan. Details may change during planning and environmental review.

Has the Vacaville project been approved, and what happens next?

The city’s current planning record shows environmental review and plan development, not final approval. Vacaville issued a Notice of Preparation for an Environmental Impact Report on November 21, 2025, circulated it through January 2, 2026, and collected public comments. The planning commission held an EIR scoping session on December 16, 2025, followed by a community workshop on January 29, 2026. The sources available do not establish final approval of the specific plan or tentative maps, or the start of construction.

Environmental review is one part of the larger planning sequence. The city lists general plan amendments, a specific plan, pre-zoning, subdivision maps, development agreements and annexations among the work involved. These steps provide opportunities to review proposed land uses and environmental effects; the concept’s current presence in city planning materials is not itself permission to build.

How is this different from California Forever?

California Forever is a distinct proposal for a new city in southeastern Solano County. Its own plan overview describes a proposed 17,500-acre city with neighborhoods, jobs and clean energy, and says at least 4,000 acres are intended for parks, trails, ecological habitat, gardens and other open space. Those are the project proponent’s stated plans and estimates, not settled outcomes. Vacaville’s planning process for the A&P property is separate.

The county record also documents an earlier electoral step, not construction approval: on June 25, 2024, the Solano County Board of Supervisors accepted the Registrar of Voters’ certificate that the California Forever initiative had enough valid signatures to qualify for the ballot. The county record does not establish that the proposal was approved for construction.

Why was the proposal called “visionary”?

“Visionary” was a promotional characterization, not a city finding. TechCrunch quoted A&P representative Greg Brun describing the proposal as “visionary” and saying the goal was to do something “unique to Solano County and actually to most of California.” Those are Brun’s words as reported by TechCrunch, not an independent assessment of the project’s design or likely effects.

In the same August 2024 report, TechCrunch quoted then-Vacaville community development director Erin Morris, who oversaw the East of Leisure Town Specific Plan, explaining that A&P and adjacent owners were “essentially giving the city the money” to oversee preparation of the plan and hire environmental and land-planning consultants. That description concerns the reported planning arrangement at the time; it does not mean the city had approved the development.
