Manresa Wilds is a planned 125-acre public park on Norwalk, Connecticut’s former Manresa Power Plant site. The proposal pairs coastal habitat restoration and 1.75 miles of new public waterfront access with trails, learning spaces, recreation, and civic uses in former plant buildings. It is a phased project, not an open park: general public access remains restricted while remediation and ecological work proceed, and the published opening dates depend on approvals.
What is Manresa Wilds?
Manresa Wilds is the public-park vision for the former Manresa Power Plant site on Norwalk’s waterfront. The nonprofit Manresa Island Corp., founded in 2024, owns and operates the site, according to the project’s FAQ. The organization describes a 125-acre park that would reconnect people with a shoreline that it says was closed to the public for nearly 75 years. Those are project figures and descriptions.
The site’s history spans several uses: it was a Jesuit retreat before becoming a coal-fired power plant in the 1950s. The plant closed in 2013, according to the project’s vision. Its transformation now involves both environmental work and decisions about what to preserve, adapt, or restore.
What is planned for the landscape and shoreline?
The project’s vision combines coastal forest, salt marsh, reclaimed shoreline, and trails. It targets 1.75 miles of new public waterfront access—often rounded in project descriptions to nearly two miles—and year-round places to gather, learn, and play. These are proposed features, not facilities currently available to visitors.

The first phase is intended to provide a more nature-focused experience, including trails and outdoor classrooms. Later phases are planned to add more active amenities and a broader waterfront route. In the City of Norwalk’s December 2025 Coastal Resources Report, prepared for the North Forest application, the first phase covers a 28.6-acre upland area. The report describes goals of stabilizing ash-influenced soils, reducing erosion and runoff, and improving vegetated filtration before water reaches nearby tidal wetlands; those findings concern this phase, not every parcel or future phase.
How will the former power plant buildings be reused?
Rather than treating every industrial building as an obstacle to be removed, the plan assigns civic, educational, and visitor uses to selected structures. Manresa Wilds describes a future Turbine Hall gathering space, an administrative building converted to a visitor hub with a café and flexible community space, and a Boiler Building used for hands-on discovery. It also proposes making the smokestack a landmark beside a shaded pavilion. None of these uses is open or operational today.

Architect Bjarke Ingels Group (BIG) lists the project as “In Design” and gives its size as 23,226 m² / 250,000 ft². BIG founder and creative director Bjarke Ingels described the approach this way: “By editing rather than adding, we will open up and clear out the existing spaces”. The design intent is adaptive reuse: give existing industrial spaces new public purposes while reshaping the surrounding landscape.
Why does the site need remediation?
Coal generation left ash and soil contaminated with heavy metals, according to Manresa Wilds’ FAQ. Remediation is therefore part of the project’s route to expanded public access, not a separate cosmetic improvement. The FAQ says cleanup will follow environmental, state, and local standards under state oversight. For the North Forest phase, the City’s December 2025 report focuses on soil stabilization and managing erosion and runoff.

Manresa Wilds says Connecticut’s Department of Energy and Environmental Protection granted a stewardship permit for its remediation approach in December 2025. Local site plan approval and state permits also remain part of the path forward, and the project’s vision page identifies later milestones as pending local and state approvals. Permit and approval status can change as applications proceed.
When is the park expected to open?
The organization’s current FAQ schedule presents three broad stages. These dates are plans, not guaranteed opening dates; the project says approvals are still required for later milestones.

The project’s timeline is best read as a sequence of intended stages. Construction, cleanup, permitting, and approvals shape when any part can actually welcome the public.

No—not for general public access. The official visit page says access is restricted during stewardship and ecological work. Scheduled tours and special programs are exceptions, and availability can change. The tours page lists building and landscape tours for Fall 2026 and says fall photography days are full; check the visit page before making plans.

For scheduled tours, the project requires closed-toe, laced shoes and recommends long pants, socks, and weather-appropriate clothing. These instructions apply to authorized visits; they do not mean the site is generally open or suitable for unscheduled entry.
How did community feedback shape the plan?
Manresa Wilds reports that thousands of Norwalk residents took part through meetings, surveys, site tours, and neighborhood sessions. The project says that feedback expanded natural areas by 30%, cut active features by half, eliminated active water features, and strengthened forest buffers. These are changes reported by the project, illustrating how consultation informed its design priorities.
What learning and research uses are planned?
The project identifies the Maritime Aquarium at Norwalk, Woods Hole Oceanographic Institution, Wesleyan University, Sacred Heart University, and Norwalk Public Schools as partners connected to research and education. Manresa Wilds says the Aquarium will operate an Ecology Center and describes outdoor classrooms and field trips as planned opportunities. Those partnerships and programs are part of the vision, not evidence that the facilities are already operating.
