Malaysia tested glow-in-the-dark road markings on an unlit road near Semenyih in 2023, but the pilot did not establish a crash-safety benefit or lead to wider use. The clearest reported obstacle was cost: in 2024, the paint was reported at RM749 per square metre, compared with RM40 for conventional road-marking paint. Later reporting also said the pilot did not satisfy ministry experts, though it did not identify their criteria or specific findings.
What Malaysia actually tested
Malaysia’s Works Ministry announced the pilot on 17 November 2023 at the intersection of Jalan Sungai Lalang (B19) and Jalan Sungai Tekali (B16), in Hulu Langat. JKR Hulu Langat implemented it over a 245-metre road section, using a total of 490 metres of markings. The route was dark and had no streetlights; the project was intended to improve nighttime guidance, not to replace lights on an illuminated road. The ministry’s announcement describes the markings as an alternative that could be considered alongside road studs, commonly called cat’s eyes.
The system combined yellow light-reflective properties using a High Intensity Prismatic Sheet with phosphorescent pigments. According to the ministry, those pigments absorb energy from sunlight or vehicle headlights and then emit visible light. That description explains the intended mechanism; it does not establish how bright the markings remained over time or how they performed in different weather and traffic conditions.
Why wider use stalled
The reported price difference
A 22 November 2024 paultan.org report quoting Works Minister Alexander Nanta Linggi put photoluminescent paint at RM749 per square metre and conventional road-marking paint at RM40 per square metre. These are reported material costs, not a full comparison of installed, maintained, or lifetime costs.

The pilot did not meet experts’ expectations
The same report said Deputy Works Minister Ahmad Maslan told Parliament that the government was unlikely to continue with the markings because they were too costly and the pilot had not satisfied ministry experts. The report does not provide the underlying evaluation, the experts’ criteria, or a specific technical failure. It therefore supports saying that the pilot fell short of expectations as reported—not that a particular defect, such as weather damage, caused the decision.
What the safety evidence does—and does not—show
At the November 2023 site visit, Works Minister Alexander Nanta Linggi said the markings looked more visible in darkness than conventional markings and could help users on unlit roads. RTM’s report also said he planned a deeper assessment because of the high cost. Those were early observations and an evaluation plan, not published evidence of fewer crashes.

A 2024 paper in Planning Malaysia compared conventional and glow-in-the-dark road markings and reported a questionnaire survey of 51 people with night-driving experience. Its abstract says respondents considered glow-in-the-dark markings appropriate for improving low-light visibility. That finding records perceptions; it is not a controlled trial measuring crashes or injuries. The paper’s abstract and publication details do not establish a quantified safety benefit, comparative service life, or performance under local weather and traffic.
Taken together, the available sources describe a pilot, ministerial observations, a small perception survey, and later reported cost and expert concerns. They do not establish that the markings reduced crashes, how long they would last, or whether they were damaged by weather.

Road studs and other approaches
The Works Ministry identified road studs (cat’s eyes) as another option for dark roads without streetlights. The sources do not provide comparable costs or measured safety results for studs, glow-in-the-dark paint, and street lighting. A practical comparison would need to account for upfront cost per treated area, visibility in darkness and adverse weather, charging-light requirements, durability under traffic, maintenance and replacement intervals, illumination of hazards beyond the painted line, and measured crash or near-miss outcomes.
There was also a separate state-level plan in Johor. Bernama reported on 30 November 2023 that the state would assess roads for possible use of glow-in-the-dark markings and had allocated RM1 million in its 2024 budget for upgrades to light-reflective road lines. The report also quoted a state official saying the technology cost more than standard paint. An assessment plan and budget allocation do not show that the technology was ultimately installed at all proposed locations.
