The plan sets a framework for possible future development; it is not a building approval. Its proposed maximum envelope allows up to 14 storeys on one site and six on the other—different from the 13- and 11-storey apartment-block concept reported in the news.
What is proposed at Joondalup Resort?
The proposal covers Lot 535, an approximately 4.8-hectare property owned by Joondalup Hotel Investments Pte Ltd. The company engaged Element Advisory WA to prepare the LDP. The two sites are within the resort setting, which includes the hotel, golf course and related facilities. The applicant describes one area as generally vacant apart from maintenance facilities; the other is land east of the existing hotel currently used as a staff car park.
The LDP would establish planning controls for future grouped or multiple dwellings on the two sites. It addresses matters such as building height, plot ratio, setbacks, separation and building depth. These controls describe the maximum development envelope the proposed plan would permit; they do not establish that a particular building will be designed or built. The submitted proposed LDP contains the detailed provisions.
How do the proposed sites differ?

The dwelling figures are estimates in Element Advisory WA’s 2024 LDP report, not approved or final counts. The report uses approximately 190 dwellings in its indicative transport calculations and says development could be staged in response to residential market demand.

Why are news reports describing 13- and 11-storey blocks?
The 13- and 11-storey apartment blocks and hotel wording refer to a development concept reported by The West Australian. That reported concept should not be treated as the same thing as the LDP’s maximum height controls: the proposed LDP describes Site A as permitting up to 14 storeys and Site B up to six. A conceptual arrangement and a planning envelope answer different questions, and neither by itself establishes a final design.
The documents cited here do not establish a final hotel design, room count, apartment count or building approval. The applicant’s LDP describes objectives including landscape integration, sustainability, pedestrian and vehicle circulation, access to resort facilities and response to the golf-course setting. It also says the City’s Design Review Panel considered a draft on two occasions in 2024; these are reported design intentions and process, not evidence of delivered outcomes.

What is a local development plan, and is the project approved?
An LDP is a planning framework that guides later development on specified land. The City of Joondalup explains that a future multiple-dwelling development application would be assessed against an approved plan, and that final Western Australian Planning Commission (WAPC) approval may be required. The LDP process and any later development or building application are separate stages. Advertising or considering the LDP does not authorize construction.
The City received and advertised the proposal for submissions from 24 January to 18 February 2025, a 21-day period. The City’s consultation page explicitly says: “The advertising of the proposal does not indicate any formal position on the proposed local development plan.” Council considered the item at its 27 May 2025 meeting; the Council agenda recommended support subject to modifications. The agenda recommendation is not itself proof of the final resolution, and the exact resolution wording should be checked in the official Council minutes.

What concerns have residents raised?
Submissions recorded in City committee material raised concerns about building height, traffic, parking and fit with Connolly’s neighbourhood character. Some submitters described Country Club Boulevard as busy and expressed concern about additional vehicles and event traffic. These are views recorded in submissions, not proof that all residents agree or that the predicted effects have been independently confirmed.
The City’s May 2025 agenda describes the wider setting as golf-course land surrounded predominantly by one- and two-storey homes, with the subject lot separated from nearby residential development by the golf course. The applicant describes the resort as approximately 28 kilometres north of Perth’s CBD and three kilometres west of Joondalup City Centre. These descriptions provide context, but do not determine the acceptability of a future building application.

What do the traffic figures mean?
Element Advisory WA’s LDP report uses an indicative scenario of approximately 190 dwellings and estimates 152 vehicle trips in each of the AM and PM peak periods, applying a stated rate of 0.8 trips per dwelling. These are applicant calculations and projections, not observed additional traffic or a final independent assessment. The applicant submitted a Transport Impact Statement with the LDP, which says a detailed transport assessment would be required with any future development application.
What happens next?
The practical next step depends on the final status and wording of Council’s resolution and any required WAPC approval. If an LDP is approved, a later proposal for multiple dwellings would still need to be submitted and assessed against the applicable plan and planning requirements. That later stage is where a project-specific design and detailed transport assessment would be considered; the LDP alone does not settle those matters.
