The architect’s project brief proposes a 500,000 m² amphibious ecopolis for 50,000 inhabitants, but those figures describe the design—not a completed or operational city. Its promised energy and environmental performance has not been demonstrated in operating conditions.
What is the Lilypad floating city?
Lilypad is a speculative floating ecopolis that Vincent Callebaut framed as both offshore urban space and a possible habitat for people from threatened territories. The architect’s project index lists it under Oceans 2008–2017, identifying it as a design project rather than evidence of construction. The architect’s Lilypad project brief describes the concept; the project index provides its portfolio context.
The phrase “climate refugees” appears in the project’s framing, but it should not be read as a legal status established by the design. Lilypad is not a proven relocation program or an implemented climate-adaptation solution.
Who designed it, and what scale was proposed?
Architect Vincent Callebaut proposed a structure covering 500,000 m² and intended to accommodate 50,000 inhabitants. Both are specifications in his project brief, not measured capacities or outcomes. In CNN’s 2008 coverage, Callebaut described it as “a true amphibian, half aquatic and half terrestrial city, able to accommodate 50,000 inhabitants and inviting biodiversity.” CNN’s report, preserved in the architect’s publications archive, attributes the statement to him.

How is the city organized in the concept?
The proposal takes its structural inspiration from the ribbed leaf of the giant Amazon water lily. Its design centers on a freshwater lagoon, with three marinas and three raised “mountains” assigned to work, shopping and entertainment. Housing, suspended gardens and organic streets are intended to bring residential, public and planted spaces together.
The lagoon is meant to collect and purify rainwater; the architect also describes it as ballast. These functions are part of the design description, not evidence that a full-scale system has been engineered or operated.

What materials, energy and sustainability systems are proposed?
The project brief specifies polyester fibres with a titanium-dioxide surface. It claims that ultraviolet light would trigger photocatalytic pollution absorption. The material and pollution-control claims are design assertions; the sources do not establish city-scale testing.
Proposed energy sources include solar thermal and photovoltaic systems, wind, hydraulic, tidal and osmotic power, and biomass. The wider concept also includes water purification, waste recycling, aquaculture and ecological corridors. The architect describes Lilypad as having a positive energy balance and zero carbon emissions. Those are aspirations in the brief, not verified performance results. The official project description sets out these proposed systems.

Has Lilypad been built?
The available project records do not establish that Lilypad was built or that a prototype was completed. A 2009 Braun clipping reported that the project had entered a second study phase and that the practice was working with scientists on smaller, village-sized surfaces. That historical report does not confirm that those smaller surfaces were completed. The Braun clipping is preserved in the architect’s archive.
The sources reviewed do not establish a construction cost, engineering feasibility, funding, implementation schedule, legal status, insurance availability, governance model or life-cycle footprint. These unanswered questions are not proof the concept is impossible; they do mean its proposed scale and self-sufficiency cannot be treated as established results.

What climate problem was Lilypad intended to address?
Callebaut presented Lilypad as a response to sea-level rise, with the aim of creating additional offshore urban space and potential habitat for people from threatened territories. The project’s published capacity does not establish that it could house climate-displaced populations at that scale.
A 6 January 2009 Le Monde clipping archived by the architect reported estimates of 250 million people potentially losing housing and land over the 21st century, alongside country-specific land-loss forecasts. These are dated claims from a secondary article; the underlying studies are not established by the available material. They should not be treated as current scientific consensus or as figures calculated by the Lilypad project. The archived clipping provides the original context for those reported estimates.
