The proposal included community consultation and priorities of habitat protection, recreation and local history. It was a campaign commitment—not evidence that a new state plan was later commissioned, adopted or delivered.
What was proposed?
PerthNow reported that Waugh, then also the City of South Perth’s deputy mayor, said a Liberal-led State Government would develop a master plan for the foreshore. She said the community would be consulted during its preparation. The stated priorities were preserving natural habitats, providing recreation spaces and respecting local history.
Waugh described the foreshore’s potential as “largely untapped.” She cited cafes, eateries and possible open-air concerts as interests expressed by some people. These were examples of possible activation, not confirmed features of a final design or commitments to build venues. PerthNow’s 1 March 2025 report attributes the proposal and these statements to Waugh.
Where would the plan apply?
PerthNow described the foreshore as more than 62 hectares, running from the Narrows Bridge to Ellam Street, with more than four kilometres of north-facing river frontage. The City of South Perth independently describes the public open space as approximately 62 hectares between those endpoints and identifies it as part of the Swan Canning Riverpark. The City’s foreshore page describes the existing municipal framework and site.

South Perth already has a City foreshore plan
The campaign proposal was distinct from the City of South Perth’s existing South Perth Foreshore Strategy and Management Plan. The City plan aims to balance competing demands for use, development and management with conserving and enhancing a healthy river and foreshore environment. Its objectives span social activity, parkland and wildlife, recreation, history and cultural heritage, sustainability, accessibility, connectivity, views of the city and river, and responsible governance.
The municipal plan divides the foreshore into ten nodes. Its strategies address transport and access, infrastructure, activation, and culture, environment and heritage. Node visions include ideas such as improved access, recreation, ecological restoration, heritage interpretation and food-and-beverage facilities in some locations. Those are part of the City’s existing framework; they do not show that the separate Liberal proposal was adopted. The City’s project information sets out these objectives and strategies.

How the City plan was developed
The City says its planning process began with visioning in late 2012, followed by meetings with community groups, government agencies, Aboriginal groups, businesses, schools, young people, councillors and residents. After receiving hundreds of suggestions, the City publicly advertised draft documents in July and August 2013. It received 978 responses from residents, businesses and park users during that feedback period. Council approved development of the strategy and management plan in November 2013; the final plan is dated May 2015, following Council approval in October 2014 and subsequent Swan River Trust endorsement. Other issues raised in the campaign report
Waugh argued that foreshore management and maintenance had largely been left to City residents and ratepayers, and called for cooperation between State Government, local government and the community. That was her case for the proposal, not an independently established assessment of how costs or responsibilities were distributed.

PerthNow also reported concerns raised at the City’s annual electors’ meeting about declining wildlife and a vote for the City to consider a wildlife ranger. The article quoted Labor MLA Geoff Baker as saying the State had funded replacement of degraded river walls and creation of swan habitats. It reported Labor commitments of $30,000 for an automatic number plate recognition camera at Mill Point Road, $75,000 for a mobile speed and CCTV camera, and four additional CCTV cameras. These are figures and claims as reported by PerthNow on 1 March 2025, not independently verified here.
The same report said the City received more than $600,000 from the State in 2023 for a Hurlingham “living stream” intended to improve water quality and biodiversity. It also reported that the Department of Biodiversity, Conservation and Attractions opposed a temporary floating restaurant proposal at Coode Street jetty. Was the proposed state plan delivered?
The available sources do not establish whether the proposal advanced after the campaign: they do not confirm that a state plan was commissioned, funded after the election, consulted on or delivered. The City’s adopted plan remains a separate municipal planning effort, not proof of implementation of the campaign proposal.
