But the exact $15 cannot be confirmed without your utility, location, billing dates, rate class and the wording of the charge: gas tariffs vary, and “delivery” does not mean the same thing on every bill.
Why a gas bill can be nonzero with no usage
A fixed customer, basic service or availability charge may apply for the billing period whether or not gas flows through the meter. It can pay for account services such as metering, billing, customer service or maintaining equipment. Regulators in Wisconsin and Arizona also describe fixed charges that apply regardless of usage. The charge may be monthly, daily or prorated for a partial billing period, depending on the applicable tariff. Wisconsin Public Service Commission Arizona Corporation Commission
What the $15 line might represent
Customer or basic service charge
This is the clearest explanation for a charge on a bill with zero consumption: it is a set fee for the account or service, not a charge calculated from gas used. Check the line-item name and the tariff’s description before assuming that is what your bill shows.

Delivery or distribution
“Delivery” is not a universal billing category. A utility may separate or group transportation, storage and local distribution charges. Depending on the tariff, delivery or distribution can include a fixed amount, a per-unit amount, or both. Look for the calculation basis and units on the bill; the label alone does not establish that the entire charge is fixed. Gas supply or consumption
Supply charges generally track the quantity of gas billed. Check that the bill actually records zero therms, cubic metres or other usage units for the same meter-reading and service dates—not simply that you did not recall using an appliance during the calendar month. Other items on the bill
An adjustment, tax, prior balance, estimated reading or partial-period calculation could affect the amount due. These are possibilities to check, not explanations that can be confirmed without seeing your bill.
How to check whether this $15 is expected
- Find the exact line item. Record its full description, amount, billing period and service or meter dates.
- Verify the billed usage. Check the bill’s quantity and whether the reading is actual or estimated. Confirm that the zero applies to those service dates.
- Identify the governing tariff. Note your utility, state, province or country, and customer or rate class. Separate customer charges, delivery, gas supply, taxes, adjustments and balance-forward amounts.
- Compare like with like. Check the utility’s tariff or bill explanation effective for your service period. Confirm whether the charge is monthly, daily, per unit or prorated, and whether the stated rate applies to your customer class.
- Ask the utility to reconcile it if needed. Request the charge’s rate, quantity, billing period and any proration. If the bill and tariff do not match, ask for an itemized explanation.
Why another customer’s $15 may not be a useful comparison
Tariffs differ by location, utility, customer class and effective date. For example, Ofgem describes a UK standing charge payable each day even when no energy is used; that explains the concept but does not establish the rules for an account elsewhere. To establish whether your amount is correct, you need the actual utility bill and the tariff that governs that account and period. A zero-use bill can legitimately contain a fixed charge, but the charge’s name and amount must be checked against those details.
