Legends Tower is a proposed 1,907-foot skyscraper in Oklahoma City. If completed at that height, it would be 131 feet taller than New York’s 1,776-foot One World Trade Center and would become the tallest building in the United States. But it remains a proposal—not a completed tower or a project with a verified construction schedule.
What is Legends Tower?
Legends Tower is planned as part of Boardwalk at Bricktown, a proposed development in Oklahoma City. The Council on Vertical Urbanism described a revised vision for the development in December 2023 that included a 134-story tower. Later reporting and project coverage put the proposed height at 1,907 feet.
Those figures describe the plan, not a finished building. The proposal’s height would put it above One World Trade Center, whose 1,776-foot height is the comparison used in coverage of the Oklahoma City project.
How would it compare with existing buildings?

At the proposed height, Legends Tower would be about 2.26 times as tall as Devon Energy Center. That comparison is calculated from the reported heights; it is not a separately published building statistic.

Is the tower being built?
The latest status in the available reporting is not a confirmed construction start. A July 14, 2026 report by Steve Lackmeyer for the USA TODAY Network, carried by Finance & Commerce, said the project had missed its 2025 construction-start target and described the tower as a second phase. It reported that Oklahoma City remained in contact with developer Scot Matteson about financing and a land deal. The city’s planning director, Geoffrey Tsoodle, was quoted in that report as saying the developer claimed to be working on both.
The report’s article page was not directly accessible; the status and quotation are attributed here to the report’s available text. The information does not establish that financing is secured, that the developer owns the site, or that construction has started.

What approvals and reviews are known?
City zoning action
On June 4, 2024, Oklahoma City Council approved a zoning change removing the height restriction for the proposed tower, according to Engineering News-Record. That was a zoning action; by itself, it does not establish that all permits, financing, site arrangements, or other approvals are in place.
FAA review
A Greater Oklahoma City Chamber newsletter reported in 2025 that the Federal Aviation Administration was reviewing the tower’s height and that construction was delayed pending approval. The material available here does not establish the FAA’s final determination as of October 8, 2026. It would therefore be inaccurate to say the FAA has approved the tower or to treat the 2025 status as a current final decision.

What does the project timeline show?
- December 2023: The Council on Vertical Urbanism described a revised Boardwalk at Bricktown vision that included a 134-story tower.

These milestones show why zoning permission and construction readiness should not be treated as interchangeable. The available reporting does not establish a binding completion date for Legends Tower.
Is Legends Tower the USA’s second-tallest building?
No—not currently. Legends Tower has not been established as a completed building. The accurate claim is conditional: if built at its proposed 1,907-foot height, it would be taller than One World Trade Center and would rank as the tallest building in the United States. Calling it the country’s current second-tallest building would mistake a proposal for a completed structure.

Oklahoma City’s current tallest completed building is Devon Energy Center at 844 feet, according to the Council on Vertical Urbanism’s Oklahoma City building profile. The profile also lists BancFirst Tower at 500 feet.

The new downtown arena is a separate city project, not a milestone or schedule for Legends Tower. The City of Oklahoma City’s July 16, 2025 release described conceptual arena designs, a target opening in late summer 2028, and a contractual obligation to open by June 2029. Those dates apply to the arena, not the proposed skyscraper.
