A 34-level mixed-use tower at 108 Stirling Street has planning approval, but whether it will be built remains unconfirmed. The Metro Inner Development Assessment Panel approved the proposal on 19 June 2025, subject to conditions. That decision is not a building permit or evidence that construction has started.
What is approved for 108 Stirling Street?
The approved application, DAP/25/02832, covers demolition of existing structures and construction of a 34-level development at Lot 501, 108 Stirling Street, Perth. The City of Perth register records it as “Approved – DAP” on 19 June 2025. The approved scope is:
- 351 multiple dwellings
- 64 short-term accommodation units
- Retail and dining tenancies
- 180 car parking bays
PerthNow reported a $200 million project value on 14 June 2025; that is a reported figure, not a government-verified valuation. The same report described the residential mix as 216 studios, 146 one-bedroom apartments and 54 two-bedroom apartments, as well as 123 bicycle parking bays.
What would the building include?
Ground-floor space and uses
PerthNow reported a 330-square-metre landscaped public space facing Aberdeen Street, with the application proposing access around the clock. The ground floor was also reported to include two retail tenancies, a residential lobby, lounge, bike store, dog wash and building-support areas.

Resident amenities
Reported shared facilities include a pool, dining areas, work-from-home spaces, steam room, sauna, games area, cinema, drying area, gym and treatment rooms. These are features of the proposal, not confirmation that they have been delivered.
How is the tower designed?
Designer Rothelowman describes the proposal as hybrid cross-laminated timber construction, with a concrete core and mass-timber columns. The designer says the project is committed to achieving a Five-Star Green Star sustainability rating and describes rooftop photovoltaic panels and landscaping intended to address urban heat-island effects. These are project-team claims and intentions; they do not establish that the building has achieved a rating or that the features have been built.

Rothelowman Principal Kylee Schoonens said: “At 108 Stirling Street, accessible green space isn’t just a feature — it’s fundamental,” describing the designer’s approach to the proposed public space.
What conditions apply to the approval?
The panel’s approval is subject to conditions, including permanent, unrestricted public access through the public-space area for 364 days each year, subject to security needs. Other requirements include:

- Management plans for short-stay accommodation, servicing, deliveries and waste
Several final items must be completed before an application for a building permit. The conditions therefore form part of the path from planning approval to any later construction.
Is construction going ahead?
The planning decision is confirmed; a building permit and construction start are not. REIWA currently lists 108 Stirling Street for sale through Ray White Commercial (WA), describing a 2,266-square-metre corner site with high-density mixed-use development potential. The listing does not say that the approved tower has been abandoned, and it does not confirm a permit or commencement.

The City of Perth says its planning and building application records are updated weekly. Those records are the place to check for a current permit or other status update; the available information does not confirm whether a building permit has been issued or work has begun.

PerthNow reported that submissions before the panel decision raised concerns about height, a perceived parking shortfall, footpath weather protection, shade and possible heat-island effects. Other submissions supported more activity and higher-density development in the area. These were views submitted to the process, not established impacts or panel findings.
