How to Start a Gardening Business in the U.S. (2026 Guide)

Start with a defined service menu, local demand research, and a cost estimate. Then handle structure, registration, permits, insurance, tools, pricing, and customer acquisition for your location.

To start a gardening business, first decide exactly what you will sell—routine garden maintenance, planting and installation, landscape design, or a defined combination. Then validate local demand, estimate costs for that service mix, choose a business structure, complete location-specific registrations and permits, plan for insurance and safety, and find customers. There is no universal U.S. license checklist or reliable one-size-fits-all startup budget: requirements and costs depend on your services and where you operate.

Choose what kind of gardening business you will run

“Gardening business” can mean several different operations. Decide which services you will offer and spell out what you will not do. Scope affects your equipment, transport, training, insurance questions, safety practices, and possible permits.

  • Maintenance: recurring care of existing gardens or landscapes.
  • Planting and installation: adding trees, shrubs, plants, lawns, or gardens. Work that resembles construction may trigger different safety or licensing considerations from routine maintenance.
  • Landscape design: planning and design services. The U.S. Census Bureau’s industry classification describes landscape architectural planning and design separately under NAICS 541320 when it does not include installation; landscape care, maintenance, and installation are grouped under NAICS 561730. A combined model can work, but only if the added services make sense for your skills, capacity, and local rules. Treat pesticide application as a separate decision because certification requirements may apply.

Research local demand before buying equipment

Define a service area and the customers you want to reach, such as homeowners, landlords, or commercial properties. Identify existing providers, what they offer, how they present their work, and where customers appear to have unmet needs. Turn that research into a specific offer—for example, recurring upkeep for small urban gardens or planting plans with installation in a defined area. Avoid claiming a market opportunity based only on general interest in gardening; test whether customers in your service area will request and pay for the work.

Build a plan and cost estimate around your actual services

Your plan can be concise or detailed, but it should help you make operating and financing decisions. SBA describes both traditional and lean business plans. Include the customer problem, target customers, services, competitive position, sales approach, operating plan, and financing needs. Its planning guidance lists possible startup expenses including equipment and supplies, communications, utilities, licenses and permits, insurance, professional services, inventory, salaries, advertising, and a website. Make your own estimate rather than relying on an unsupported national average. Separate one-time purchases from recurring expenses, and note which costs change with each job.

  • One-time or occasional: tools, protective equipment, vehicle or trailer setup, initial registration, and basic marketing materials.
  • Recurring: fuel, supplies, repairs and replacement, insurance, bookkeeping, communications, taxes, advertising, and any storage or workspace expense.
  • Job-dependent: plants and other materials, disposal, travel time, labor, and equipment wear.

Choose a business location and legal structure

Consider where you will store tools and supplies, how you will transport equipment, and how far you can travel profitably. If you plan to work from home, check local zoning and any home-business restrictions before using the property as your base.

Your structure affects taxes, registration paperwork, fundraising options, and personal-liability treatment. SBA advises choosing a structure before registering with a state. Register the business and set up tax records

Registration depends on your entity, state, and the name you use. LLCs, corporations, and partnerships generally have state registration steps; a DBA or local filing may also be required. Confirm the process with the relevant state and local government offices rather than assuming another business’s checklist applies to you.

SBA says an Employer Identification Number (EIN) is required in specified cases, including for businesses with employees and corporations or partnerships; applying through the IRS is free. State tax ID requirements vary. Separate business banking and consistent bookkeeping help you track job revenue, labor, fuel, tools, supplies, insurance, and taxes. Check permits, licenses, and zoning for your location and work

There is no single nationwide license checklist for gardening businesses. Federal, state, county, and city requirements depend on where you operate and what you do. Before taking work, ask the relevant authorities whether your services require a business license, contractor or trade license, permit, tax registration, or other approval.

Be especially precise about planting or installation that could be treated as construction-like work, pesticide application, commercial vehicle use, and hiring employees. Check home-business zoning if you will operate from home. SBA’s license and permit guidance explains that requirements and fees depend on activity and location: apply for licenses and permits.

Decide whether to offer pesticide services

Pesticide application is not just another line on a garden service list. The U.S. Environmental Protection Agency states that federal law requires anyone who applies or supervises the use of restricted-use pesticides (RUPs) to be certified under EPA regulations and applicable state, territorial, or tribal laws. Certification is administered by those authorities, and some states require certification for all commercial applicators, including those who do not use RUPs. EPA’s commercial-applicator standards cover label comprehension, safety and emergency response, environmental considerations, pest identification and management, application equipment and techniques, and laws and regulations. EPA describes periodic recertification, with a maximum interval of five years in the federal rule; the applicable authority sets program details. Plan insurance and job safety

Ask a licensed insurance agent to assess risks for the work you will actually perform. SBA lists general liability and business-owner policies among common coverage types, but suitable coverage and legal requirements depend on activity and location. Identify hazards for each type of job and determine which safety rules apply. OSHA notes that landscaping work may fall under general-industry or construction standards depending on whether the activity is maintenance or building work. Your safety plan should fit your actual tasks, equipment, and worksite rather than treating all gardening jobs as identical.

Buy tools for the work you have chosen

Start with a costed inventory tied to your paid service list, not a generic landscaping fleet. A maintenance operator and an installation crew do not need the same equipment. Landscaping hand tools may suit maintenance and planting work, but the specific tools depend on job type, terrain, durability needs, transport, and local disposal rules.

  • List each service and the tools, supplies, and protective equipment it requires.
  • Identify what you already own, what can be rented or borrowed, and what must be purchased before accepting work.
  • Account for transport, maintenance, replacement, and storage in the cost estimate.
  • Check local rules for disposal of green waste and other job materials.

The available evidence does not establish a universal tool list or startup price. Purchase for confirmed jobs and a realistic operating plan rather than an imagined full-service business.

Set prices from your costs, then test them locally

Build each quote from the time and resources the job will consume. Include time on site and travel, labor, supplies and plant materials, equipment wear, disposal, insurance, taxes, and the margin the business needs. Compare your offer with local competitors and customer expectations, but do not treat a competitor’s price as proof that the same job will be profitable for you.

For estimates, make the service area, included tasks, exclusions, materials, timing, and any conditions that could change the quote clear in writing. This reduces confusion about what the customer is buying and gives you a basis for scheduling and tracking actual costs.

Find customers and make the service reliable

Choose a small number of customer-acquisition channels that fit your target customer and area. Options may include referrals, local search listings, community groups, partnerships, or printed materials. Describe the service and service area accurately, and make it easy for prospects to understand what is included.

Use a repeatable process for inquiries, site visits, written estimates, scheduling, invoicing, and follow-up. Track which channels bring suitable jobs and whether each job meets your cost assumptions. Refine the service menu and sales approach based on what customers request and what the business can deliver profitably.

What to verify before launch

  • Local demand, competitors, and a clearly defined customer and service area.
  • A written service scope and a cost estimate for the actual tools, transport, supplies, insurance, and operating expenses involved.
  • Structure, name, state and local registration, tax IDs, and bookkeeping appropriate to your circumstances.
  • City, county, state, and federal requirements for zoning, permits, licenses, vehicles, employees, and any installation or construction-like work.
  • Certification and training rules before offering pesticide application.
  • Insurance terms and a job-specific safety plan.
  • Written estimates and a customer process for scheduling, payment, and follow-up.
