Check periodically for moisture and sprouts. Use this method either to estimate whether stored seeds are still viable or to start a few seeds before transferring them to growing medium.
Choose whether you are testing seeds or starting a few
A paper-towel setup serves two related purposes, but the goal affects how you use the seeds afterward:

The basic towel and moisture setup is much the same for either purpose. A paper towel is a temporary germination environment, not a substitute for the conditions a seedling needs to keep growing.
Gather the simple supplies
- Paper towels.
- A resealable plastic bag or small sealable container to help limit moisture loss.
- A permanent marker to note the seed type and date.
- Water; a plant mister or atomizer is optional for adding moisture without runoff.
Household supplies are sufficient; no specialized germination kit is required. The University of Illinois Extension also recommends labeling the setup in its seed germination testing guide.

How to germinate seeds in a paper towel
- Select the seeds. For a viability check, choose a representative sample rather than sorting for the best-looking seeds. If you are starting only a few seeds, use the ones you intend to plant.
- Dampen the towel. Wet it thoroughly, then squeeze or drain away the excess. It should feel evenly damp, with no dripping or runoff. The University of Alaska Fairbanks Cooperative Extension describes this moisture level in its wet-towel procedure.
- Place the seeds between towel layers. Space them apart on the damp towel, then fold it over or cover them with a second damp towel. The University of Alaska Fairbanks method rolls the two layers with seeds between them; Illinois Extension describes folding the towel around the seeds.
- Seal and label the setup. Put the towel in a resealable bag or container, then write the seed type and date on it. Sealing helps slow moisture loss, while the label prevents seed types or test dates from getting mixed up.
- Keep it at a suitable, steady temperature. Choose a location and temperature based on the seed packet or species-specific growing advice. Illinois Extension gives around 70°F as a practical warm-area example for its home test, not as a universal optimum. Its testing guidance and UNH Extension’s seed-starting fact sheet emphasize that conditions depend on the plant.
- Check the towel periodically. Keep it damp, not waterlogged; add a little water if it begins to dry, and avoid leaving excess water pooled in the setup. Illinois Extension explains that overly wet growing conditions can reduce oxygen available to roots in its seed-starting troubleshooting guide.
- Move sprouts carefully. When a seed sprouts, handle it gently and transfer it promptly to suitable growing medium. Avoid tugging a root embedded in the paper. Follow the seed packet or extension advice for planting depth and later care; there is no single root-length threshold that applies to every species.
How long to wait, and whether the seeds need light
There is no reliable universal germination time or temperature for all seeds. Each type has its own minimum, maximum, and optimum germination temperatures, so use the packet or species-specific guidance rather than assuming that one room temperature or number of days fits every seed.
Do not assume every seed needs darkness. Some need light exposure to germinate; Illinois Extension names lettuce, dill, snapdragons, and coleus as examples in its seed-starting troubleshooting guide. Follow the directions for the specific plant, including when it is time to provide light for seedling growth.

How to interpret a paper-towel viability test
Count the seeds that germinated, then divide that number by the number tested to calculate the germination percentage. For example, the calculation is germinated seeds ÷ seeds tested × 100. A sample gives an estimate; it cannot promise that every seed in the packet will behave the same way. Seed germination rates generally decline over time, and storage conditions matter, as Oregon State University Extension Service explains in Will Your Seeds Grow Plants?
University of Illinois Extension says seed with a 70% to 90% germination result can still be used, with heavier sowing potentially helpful. That is the extension’s guidance, not a universal cutoff; see its 2023 seed-testing article.

After the seeds sprout
Move seeds intended for planting into an appropriate growing medium and follow the species-specific directions for planting depth, light, watering, and ongoing care. The towel method reveals germination but does not raise a seedling through its later growth stages.
