A safer sequence is to decide how the space will be used, check local requirements, investigate moisture and radon, plan the mechanical systems, and only then choose insulation and finishes.
Start with the planned use and local requirements
Before drawing a layout or ordering materials, tell your local building department how the basement will be used. Ordinary finished space, a sleeping room, and a separate dwelling unit can trigger different permit, inspection, and safety requirements. Ask what applications, plans, inspections, egress openings, and licensed trades apply to your project; rules depend on your location and scope.
Local examples illustrate why the use matters, but they are not national standards. Douglas County’s building guidance identifies room use and egress windows among plan details. New York City’s basement-apartment requirements include specific sleeping-room escape-opening conditions. Confirm the rules with the authority that will review your project rather than applying another jurisdiction’s requirements to your home.
Ask when inspections must occur, especially before framing, wiring, plumbing, or other work is concealed. Scheduling those checks before covering walls can prevent having to remove finished work to expose systems for inspection.

Find and correct moisture before framing or finishing
Check for active leaks, damp masonry, recurring puddles, musty conditions, and moisture or vapor at the slab. Do not treat insulation, drywall, or flooring as a remedy for water entering the basement. The EPA advises addressing moisture problems before other remodeling work; possible contributors include runoff, grading, and dryer venting. Persistent or complicated water intrusion may need a qualified professional to identify its source.
The U.S. Department of Energy’s basement-wall insulation guidance warns that adding insulation to an already damp basement can worsen conditions. That guide dates to May 2012, so use it for general moisture-sequencing principles, not as a substitute for current local code or project-specific design.

After correcting the source, reassess the basement before choosing the wall assembly or floor finish. If moisture persists, pause finish work rather than closing the wall or slab behind materials that may conceal damage.
Test the basement for radon before finishes go in
Test the basement itself before remodeling hides access to the area. The EPA recommends testing the lowest lived-in level and says to test a basement even if another floor has already been tested. Follow the test method’s instructions; if results indicate a problem, consult qualified radon-mitigation help. The EPA notes that fixing radon is usually easier and less expensive before a basement is finished.

If the project substantially air-seals the basement, consider testing again after the work. The Department of Energy’s air-sealing guidance recommends checking radon after air sealing because it can become more concentrated.
Plan ventilation and combustion safety before air sealing
Include the basement in the home’s ventilation and conditioning plan rather than assuming it will exchange air adequately with the floors above. Before sealing walls or changing room air paths, identify any fuel-fired equipment, where it gets combustion air, and how it vents.

Changes in air movement can affect the safe venting of combustion appliances. Arrange for combustion equipment to be checked for backdrafting after work that changes airflow, and address combustion air and venting before air sealing near fuel-fired appliances. The Pacific Northwest National Laboratory’s basement-insulation guidance covers assessment and safety considerations; a qualified professional may be needed to determine what is appropriate for your home.

Do not assume one wall assembly fits every basement
The appropriate insulation approach depends on climate, foundation construction, moisture conditions, combustion equipment, and local code. The cited guidance does not establish a universal wall assembly. Get a project-specific recommendation from a qualified professional and confirm code requirements with your local building department.

Match flooring to moisture exposure
Resolve moisture problems before selecting a finish. The EPA cautions against carpet where moisture is chronic or near water sources: dampness can remain trapped in carpet and padding, and a cool slab may collect condensation. Compare finishes by their tolerance of moisture, ability to dry if wetted, and proximity to plumbing or other water sources; the available guidance does not support one flooring choice for every basement.
