How to Build a Small Landscaping Berm

A practical guide to siting, shaping, building, and planting a small ornamental landscaping berm without creating drainage problems.

A small landscaping berm is a mound of soil that can add height and planting space, screen an unwanted view, or influence how water moves across a yard. Start by checking drainage: watch the site during or after rain, then place and shape the berm so it does not send water toward a building or onto neighboring property. For a manageable ornamental berm, use fill or inorganic material for the core, topsoil for planting, gentle slopes, and vegetation or mulch to help protect the surface.

Choose the berm’s purpose and location first

Decide whether the mound is mainly for visual interest, screening, planting, or runoff management. Those purposes call for different designs. A decorative mound is not automatically suitable for diverting significant runoff, and a berm that changes grading can affect nearby properties.

Walk the yard during or after rain and note where water flows, pools, or already concentrates. Consider how the proposed mound could redirect that flow. If the plan would materially alter drainage, direct water toward a structure or neighbor, or manage substantial runoff, get local, qualified site advice before building.

For an ordinary ornamental project, a garden hose makes a flexible outline you can adjust before digging. UC Agriculture and Natural Resources (UC ANR) suggests broad curves, an asymmetrical shape, and a footprint about four to six times longer than it is wide. Treat those proportions as a design starting point, not a required formula.

Plan a modest, stable shape

UC ANR’s 2023 homeowner guidance recommends keeping a manageable DIY berm no more than 18 to 24 inches tall, noting that greater height can increase erosion risk. This is a practical recommendation for its small landscaping context, not a universal engineering limit or a guarantee that any berm below that height is safe for every site.

Shape the mound with gentle slopes rather than steep sides. A taller or steep berm may require retaining support; once a wall or other retaining feature is part of the plan, check applicable local requirements and consider qualified advice. Colorado State University Extension advises checking with the local building department for criteria that apply to retaining walls and dry walls.

There is no single permitted berm height, setback, soil recipe, or runoff capacity established for every U.S. property. Requirements and suitable dimensions depend on location, soil, slope, drainage, utilities, neighboring conditions, and the berm’s purpose. Contact the local building or planning department when grading or retaining features may be regulated.

Prepare the footprint and build the soil layers

  1. Mark and clear the footprint. Finalize the hose outline, then remove existing plants or grass where the mound will sit. UC ANR describes lifting sod along the edge, turning the pieces grass-side down, and using them to begin the mound.
  2. Build the core. Use fill dirt or inorganic fill for the base rather than using planting soil for the entire mound.
  3. Add the planting layer. Place topsoil over the core where plants will grow. The depth needed depends on the site and planting plan; the available general guidance does not establish one universal soil recipe.
  4. Shape and check as you go. Form broad, gentle slopes and look for low spots or channels that could concentrate water. Do not keep adding height to solve a drainage problem.

Estimate soil volume from the planned length, width, and depth, allowing for the mound’s sloped profile rather than treating it as a box. For a small project, bagged soil may be convenient; UC ANR notes that bulk soil is more practical when larger quantities are needed. Confirm the material and quantity with the supplier for your project.

Plant and protect the surface

Choose plants suited to the site’s sun, water, and climate, and allow for their mature size. If screening is the goal, place taller plants toward the back and shorter plants across the top and sides. Grasses can help hold soil with their roots; EPA WaterSense also recommends deep-rooted plants for stabilizing unavoidable slopes.

Mulch around plants to help reduce erosion, weeds, and summer moisture loss. EPA WaterSense gives 3–4 inches as general mulch guidance for most plants; that is not a berm-specific specification, so follow the needs of the plants and mulch you use.

Where runoff could wash exposed soil before plants establish, a temporary natural-fiber erosion-control blanket may help. Mass.gov recommends this in its coastal runoff-control context; whether it is appropriate for a particular yard depends on site conditions.

Do not apply construction-site berm dimensions to a garden mound

Published dimensions for erosion-control berms are tied to their intended use. The EPA-hosted Kentucky Erosion and Sediment Control Field Guide describes temporary construction-site diversion berms placed uphill of exposed areas, with water carried along a gentle path. In that specific context, it says side slopes should be 2:1 or flatter, the berm should be 10 to 14 inches high, and it should be seeded immediately. Those figures are not a general homeowner landscaping specification.

Mass.gov’s coastal erosion guidance likewise says berm shape, height, and sediment depend on conditions such as soil, slope, vegetation, and water volume. Its coastal guidance is specialized, not a universal yard recipe. If your goal is to redirect significant runoff or the site is steep, seek local and qualified guidance rather than adapting a decorative berm plan.

Inspect the berm after rain

After the first substantial rain, check the mound and nearby areas for concentrated flow, new pooling, low spots, or washouts. Look as well for water being sent somewhere it should not go. If you find a drainage problem, correct the cause and reassess the design instead of simply raising the berm. Keep checking while plants establish, when exposed soil is most vulnerable to erosion.
