How Does a Floating Wind Turbine Work?

Floating turbines use familiar rotor-and-generator technology, supported by buoyant platforms, seabed moorings, anchors, and cables engineered for motion.

A floating wind turbine makes electricity the same way a land-based turbine does: wind turns its blades, the rotor drives a generator, and the generator produces electrical power. What changes is how the turbine is supported and connected. A buoyant platform, seabed moorings and anchors, and motion-tolerant cables keep the system operating offshore while allowing it to move within an engineered range.

How does a floating wind turbine generate electricity?

  1. The blades capture wind. Airflow over the blades turns the rotor.
  2. The rotor drives a generator. The rotating assembly transfers mechanical motion to a generator, which converts it into electricity. The U.S. Department of Energy explains the basic principle in its wind turbine operation overview.
  3. Cables carry the power away. Electrical cables connect turbines within the wind farm and then route power toward shore and the grid.

The generator principle is familiar; the distinctive engineering of floating wind is the buoyant support structure and the equipment that holds and connects it despite waves, wind, and platform movement.

How does the turbine stay in place?

The turbine tower is mounted on a floating substructure that provides buoyancy and stability. Mooring lines connect that platform to anchors on the seabed, resisting loads from wind and currents. The system is not designed to make the turbine motionless: it allows a controlled range of movement while limiting drift.

That movement has to be considered alongside the electrical connections. The National Renewable Energy Laboratory (NREL) notes that excessive platform movement can damage power cables in its overview of underwater offshore-wind components. Moorings, anchors, platform, and cables therefore have to be engineered as a connected system for the location.

What are the main floating platform designs?

Floating concepts differ in how they provide buoyancy and stability, how they are restrained, and how their movement affects installation and cables. Water depth and local conditions influence the design; the available evidence does not establish one platform type as the universal winner.

Concept How it is supported or stabilized Example or qualification
Spar buoy A deep floating structure stabilized with ballast. The DOE’s 2018 overview described Hywind Scotland as using spar-buoy foundations.
Semisubmersible A multi-column floating structure; ballast can include water held in parts of the structure. The DOE overview describes water-filled cylinders used as ballast in one semisubmersible configuration.
Tension-leg platform Restrained by tensioned mooring lines. Identified by DOE as one of the floating foundation concepts; a universal depth range is not stated.

These descriptions are concept-level comparisons, not a complete lifecycle-cost ranking. Port requirements, installation draft, platform motion, mooring loads, and cable behavior are among the factors that can affect a project’s choice. DOE’s floating offshore wind overview describes the principal concepts and their historical development.

How does electricity travel from a floating turbine to shore?

Floating wind farms use cable systems designed around platform motion. Array cables collect electricity from turbines and route it toward an offshore collection point; export cables carry power onward toward shore. Where a cable connects to a floating turbine, a dynamic section must accommodate movement in the water rather than behave like a rigid, fixed connection.

As platforms move and ocean forces act on the cable, bending and twisting create reliability challenges. NREL’s Oʻahu feasibility report discusses mechanical support, customized connectors, and trade-offs in cable depth. Its description of the technology as being at an early development stage is specific to that report’s publication period, not a statement about the market today.

How do water depth and location change the design?

Mooring layouts and dynamic cable designs are tailored to a site; example depths in engineering studies should not be mistaken for universal operating limits. A 2025 NREL study presents reference designs for a 15 MW semisubmersible turbine in three U.S. regions:

These are study reference cases, not prescribed designs or boundaries on where floating wind can operate. The designs are documented in NREL’s 2025 reference-mooring and dynamic-cable study.

Why use a floating foundation?

A floating foundation can make offshore wind development possible in waters too deep for today’s fixed-bottom foundations, which are secured directly to the seabed. DOE states that about two-thirds of U.S. offshore wind energy potential lies over waters too deep for those fixed-bottom foundations and instead requires floating platforms. That estimate is specific to U.S. offshore resources; it is not a global share.
