As of the German government’s May 18, 2026 update, Germany is developing a national shelter concept and mapping potential shelter spaces—but official sources do not describe a completed program converting buildings into an operational shelter network. The distinction matters: 579 public shelters remain formally designated, yet the Federal Office of Civil Protection and Disaster Assistance (BBK) says they are neither functional nor ready for use.
What Germany’s shelter plan actually involves
The Interior Ministry said on May 18, 2026, that the national shelter concept was still being developed. Mapping potential shelter spaces and planning their integration into the NINA warning app were proceeding in parallel. The ministry’s spokesperson, Kaminski, described the concept as still in progress: „Das Konzept befindet sich noch in Arbeit.“ Government press conference, May 18, 2026.
This establishes that planning and mapping are underway; it does not establish that selected buildings have been converted, that a public shelter map is available, or that a new network is operational. The sources reviewed also do not set a completion date, identify buildings for conversion, publish technical standards, or specify a dedicated conversion budget.
How many public shelters does Germany have, and can people use them?
The BBK lists 579 public shelters with approximately 478,000 nominal places. Those facilities remain formally designated for civil protection, but the agency says they are not functional or ready for use. A 2026 Bundestag response gives historical context: Germany had 1,967 public shelters in 2008, compared with 579 remaining in the government’s 2026 account. The remaining sites are likewise reported as neither functional nor ready for use. Deutscher Bundestag, 2026.
Why the existing shelters are not ready
In 2007, the federal government and states agreed to abandon the public shelter construction concept, stop functional maintenance, and gradually release facilities from their civil-protection designation. In March 2022, the Interior Ministry halted further decommissioning for facilities that had not yet been released. Those sites were included in an inventory to assess their condition and potential suitability. BBK public shelter information.

The BBK says its three-stage inventory exercise concluded at the end of May 2023. Its purpose was to establish the facilities’ condition and assess present suitability; completion of that inventory did not itself make the buildings operational shelters. BBK public shelter information.
What kinds of buildings could be considered?
Many historic public shelters were built as multi-purpose facilities, including underground garages and railway stations. The federal government generally does not own them: many belong to private owners, cities, or municipalities, while federal use rights were often secured by contract. In a June 6, 2025 government press conference, a spokesperson said existing infrastructure such as subway stations, underground garages, and basements can provide basic protection against blast pressure, dangerous debris, and falling rubble. When will a shelter map or conversion schedule be available?
The May 2026 government update says mapping is in progress and that integration into the NINA warning app is planned. It does not announce a launch date or confirm that users can already find a public list of shelters in the app. Government press conference, May 18, 2026.

A January 2025 Bundestag summary said the national concept was being prepared with federal, state, and municipal authorities and that the complexity meant a final timeline could not yet be given. That was a dated status update, not a current schedule. Deutscher Bundestag, January 2025.

The BBK announced ten billion euros in federal investment through 2029 under the broader Civil Protection Pact. Its stated priorities include warning systems, equipment, volunteer support, and closer coordination among federal, state, and local governments.
