The City of Gosnells’ original approximately $132 million Sutherlands Park Leisure, Aquatic and Sports Hub (SPLASH) proposal will not proceed in its current form. After receiving only $2 million in external State Government funding, council resolved on 14 July 2026 to develop a smaller, indoor-focused option capped at $80 million. The revised project is not funded or approved for construction: the City says an aquatic facility at Sutherlands Park will not proceed without further government support.
What council decided
At its Ordinary Council Meeting on 14 July 2026, the City of Gosnells reviewed SPLASH and concluded the original concept could not proceed in its existing form. The City had anticipated significant State and Federal Government support, but says the external State funding offered was $2 million.
Council resolved to:
- Develop a new design for a smaller indoor aquatic facility at Sutherlands Park, with a maximum budget of $80 million.
- Undertake a feasibility study focused primarily on indoor facilities, while considering future outdoor expansion and staged delivery.
- Request that the existing $2 million State commitment be redirected to feasibility and design.
- Investigate indoor sports courts in Maddington.
- Develop an advocacy plan seeking $15 million from the State Government and $15 million from the Federal Government.
The City’s July 2026 SPLASH update says the aquatic facility will not proceed without this funding support.

Your Local Examiner’s 23 July 2026 report said an initial stage was expected to concentrate on indoor pools for lessons, lap swimming, leisure and warm-water rehabilitation, with room retained for possible expansion. It also reported that the outdoor pool might be removed from the first stage, the basketball component might be relocated, and allied-health commercial opportunities were being considered. These are reported expectations, not a final approved scope; the feasibility study and concept plan will determine what is proposed.

What funding is being sought
The City’s current advocacy target is $15 million from each level of government. Those figures apply to the revised direction and should not be confused with the original funding structure. Australasian Leisure Management reported on 5 August 2026 that the original proposal included a $66 million City commitment and sought $16 million from the Western Australian Government and $50 million from the Commonwealth.
That industry report also said the City had spent about $300,000 on the original design and expected to spend a further $250,000 to $300,000 on scaled-back plans. These reported design costs do not mean construction funding has been secured.

For context, the same 5 August 2026 report cited announced contributions of $99 million for The Pavilion at the WACA Ground, $50 million for Ellenbrook Leisure Centre and $42.6 million for Alkimos Aquatic and Recreation Centre. Those are amounts reported for other Perth-area projects, not directly comparable funding packages: project scopes and funding terms may differ.
Why Sutherlands Park remains the preferred site
The City describes Sutherlands Park as its largest active open space and says it is the preferred location to serve the expanding southern corridor. Its stated rationale includes co-location with a youth space, community centre, playgrounds and sports pavilions.

The City says further community consultation is expected once funding is confirmed. That means the site preference is clear, but the final design and facility contents remain open.

The City’s target is to present revised design work to council by March 2027. That is a design milestone, not a construction start date or opening schedule. The proposal remains conditional on funding, and the City has not confirmed a final design, construction budget beyond the $80 million cap, or delivery timetable.

The City’s SPLASH campaign update, in the July 2026 context, counted more than 2,300 support letters and almost 1,900 additional emails sent to representatives. These are advocacy actions reported by the City, not the results of a representative public-opinion poll.
