What was proposed at 19 Essex Street?
The application concerned 19 (Lot 8) Essex Street, Fremantle: alterations to an existing building and a new rear addition for a tourist development. The official DAP agenda listed 80 rooms and 247 beds, with shared dining, kitchen, laundry and bathroom facilities, plus a small bar. Those are application figures, not verified details of what may ultimately be built. The contemporaneous report described the project as a four-storey, short-stay hotel aimed at tourists and backpackers, with a reported estimated value of $8 million.

What were neighbours and council concerned about?
The dispute included questions about the building’s height and bulk, privacy and access to sunlight, its relationship to heritage, a parking shortfall and traffic. Nearby residents also questioned the high guest density and whether compact pods without private lounging areas would encourage guests to congregate outside their rooms.
The phrase “schoolies on tap” came from Karen Tremaine, a resident of the neighbouring Mills & Co complex. It was her concern about possible guest behaviour, not a finding by planners or a demonstrated prediction of antisocial activity. The available reporting establishes no measured impact of this hotel on guest behaviour.

What was the developer’s case?
LyLo managing director Tim Alpe argued that shared spaces were central to the concept: “We have the design of a hotel but the personality of a hostel,” he said. He pointed to communal kitchens and hang-out spaces, as well as the site’s access to Fremantle bars, restaurants and markets. Those were the company’s arguments for the proposal, rather than findings about how guests would use the building.
When the revised four-storey proposal was approved, DAP deputy presiding member Lee O’Donohue described the site in the context of the city-centre zone and tourism: “At the end of the day I see this is a city centre zone, this is a tourism opportunity, which I think the city will benefit from,” she said. The quote explains the panel member’s view; it does not resolve every objection raised during the process.

The latest status established by the cited City record is conditional approval, on 12 August 2025, of a three-storey variation to the earlier four-storey development. That record does not by itself establish whether the original application’s 80-room and 247-bed figures remained unchanged in the approved variation. Nor do the records cited here establish that construction has begun or that the hotel has opened. The approval history should therefore not be mistaken for evidence of a completed building or an operating hotel.
