Fremantle Council supported revised plans for the first stage of a Woolstores Shopping Centre redevelopment, but it did not grant the final development approval. The proposal is for a three-storey commercial building with a supermarket, small liquor store, offices and childcare centre. The City of Fremantle says the Metropolitan South-West Joint Development Assessment Panel (JDAP) is the decision-maker for application DAP005/22.
What does the Woolstores Stage 1 proposal include?
The City of Fremantle describes the revised plans as a three-storey commercial building comprising a supermarket, small liquor store, office space and childcare centre. The Western Australian Planning Commission’s January 2023 agenda identifies this as Stage 1A of a proposed four-stage redevelopment.
Streetkid Industries reports a development value of $14 million and a 3,594 m² supermarket. Those figures are secondary-source reports, not figures independently verified here against the panel’s determination record. Streetkid Industries’ project history attributes the application to the southern portion of the shopping centre site.
Who makes the final planning decision?
The City says the application falls under the Metropolitan South-West JDAP process because its value exceeds the applicable threshold. The City’s Planning Committee reviewed the City’s report before the panel considered the application; Council’s support or recommendation is not the same as final approval. The JDAP, not the City, makes the decision on this application, according to the City of Fremantle application record.

Streetkid Industries reports that the Metro Inner-South JDAP approved the application on 30 January 2023. The City page uses the name Metropolitan South-West JDAP. The approval date and the panel-name variation should therefore be checked against the official determination record before being treated as definitive; the available information also does not establish whether the approval was subject to conditions.

No. The three-storey Stage 1 proposal is application DAP005/22, separate from the earlier DAP003/19 application at the same site. The City’s record for DAP003/19 describes a six-storey mixed-use scheme with a supermarket and specialty retail, offices, childcare, 141 hotel rooms and police station offices. Council recommended that earlier application for approval on 25 March 2020, and the JDAP made the final decision on 7 April 2020, according to the City’s DAP003/19 record.
