Not all of the Cantonment Street skate ledge is set to remain. On 29 April 2025, the Metro Inner Development Assessment Panel (MIDAP) initially conditioned approval of the Elders Wool Stores redevelopment on omitting two planned street openings, a condition reported as protecting the disputed ledge section. Human Urban later appealed, and ABC News reported on 19 October 2025 that the appeal succeeded: a doorway could be built through the section described as the best for skating. The developer said 93% of the ledge would remain, but that percentage does not establish how much continuous, skateable ledge will be left.
How the ledge decision changed
- April 2025 proposal: The City of Fremantle’s council agenda discussed a redevelopment design retaining 85% of the ledge. That was the officer-supported proposal, not the final decision. The City also recognized the ledge’s contemporary cultural importance while stating that, in the April assessment, it had “no formal statutory protections under current legislation.” City of Fremantle

- Appeal reported in October 2025: ABC News reported that Human Urban won its appeal against the condition, allowing a doorway that would remove the section described as the best skating. The practical answer is therefore mixed: the initial panel condition protected the disputed section, but later appeal reporting says that protection was overturned. Most of the ledge was said by the developer to remain, while the best-known section was allowed to be removed for a doorway.
Why a small section matters to skaters
The City’s April 2025 agenda treated the ledge as culturally significant despite its lack of formal statutory protection in that assessment. The disagreement is not only about the percentage of ledge left in place. A retained length does not, by itself, show whether the remaining ledge will be continuous or usable for the same skating lines. The community’s concern, as reported after the appeal, focused on losing the particular section regarded as the best for skating.
WASA representative Rowan White described the appeal outcome to ABC News as “a blow to the entire skate community around the world,” while noting that the news about keeping the skate park was overshadowed by the loss of the Woolstore’s ledge. The description “world-famous” reflects the ledge’s reputation; the cited reporting does not quantify its global popularity or economic impact.

What is planned for the Wool Stores site
Elders Wool Stores is a Fremantle east-end building dating to 1927, with extensions added in the 1950s. The City says the building has been largely vacant since the 1970s. Human Urban’s proposal was described by the City as a $110 million redevelopment with more than 200 dwellings, including co-living housing, as well as hospitality and retail. Mayor Hannah Fitzhardinge said of the proposed redevelopment, “Approval of this development will hopefully be a catalyst for increasing density and diversity in our city.” The project’s broader regeneration aims and the ledge dispute are distinct issues: support for bringing housing and activity to the site does not settle whether the remaining ledge will preserve its skateability.

What is known about the project now
The cited reporting establishes the panel’s April 2025 condition and the developer’s later successful appeal, but does not establish whether construction has begun or the site’s status as of 8 October 2026. Nor does it provide an independent assessment of the remaining ledge’s dimensions or usability. The City’s earlier anticipated construction timetable should not be treated as a current schedule.
