The City of Fremantle Planning Committee supported the Burt Street mixed-use development in December 2021—but its support was qualified. It asked for work on visitor parking, the height and street impact of one building, and housing and accessibility commitments. A February 2026 parliamentary answer later said the first stage, with 153 apartments including 23 for social housing, was under construction.
What the committee supported
On 1 December 2021, the City of Fremantle Planning Committee resolved to advise the Western Australian Planning Commission that it “broadly supports” the proposed Public Works mixed-use development at 19–21 and 23–25 Burt Street, based on plans dated 23 September 2021. The resolution concerned those submitted plans and lots; it was not unconditional approval of every feature or the final development. The committee minutes record the decision and its requested follow-up.
The committee also noted that the development adjoins road reserves managed by the City. Work in those reserves would require separate City approval, and the proponent was asked to engage with the City on public-realm design and funding, including potential additional parking on Vale and Skinner streets.
What concerns accompanied the support
Visitor parking
The committee estimated a possible shortfall of up to 100 visitor parking bays. It said visitor bays in the basement could restrict their use and that existing on-street parking was limited. It asked the WA Planning Commission to seek resolution of the issue before submitting its Responsible Authority Report to the Joint Development Assessment Panel. The 100-bay figure was the committee’s estimate of a potential shortfall, not the final parking count of the project. The minutes set out the committee’s concern.

Building height and Skinner Street
The committee said Building 1 did not align with the height controls in Local Planning Scheme 4 and Local Planning Policy 3.16. It asked for a revised design addressing the effect of levels five and six on the Skinner Street frontage. This records the committee’s assessment of the 2021 plans, not a finding about the building as eventually constructed.
Housing mix and adaptable homes
Citing a 2015 Memorandum of Understanding, the committee asked for a demonstration that, among the first 180 dwellings, 10–15% would be public housing and at least 45% would be a mix of public and affordable housing. It also called for at least 25% of all dwellings to be readily adaptable for people with disabilities under the cited Australian Standard provisions. These were the committee’s stated requirements and request for demonstration in 2021; they should not be treated as a description of the later stage-one tenure mix.

Published project figures describe different dated proposal versions, so they should not be combined into one definitive specification.

The $129 million figure was the State’s 2020 announced value, not a verified final project cost. Likewise, the 265- and 272-apartment counts relate to separate earlier descriptions and should not be read as the completed total.
What the latest construction and funding update says
In its 25 February 2026 answer to the Legislative Council, the WA Government said stage one was under construction and would provide 153 apartments, of which 23 would be used for social housing. It described the project as a commercial build-to-sell development funded by DevelopmentWA and Edge Visionary Living, with construction funding to be recovered from settlement revenue. The answer also identified a $1.48 million Infrastructure Development Fund grant and said there was no other State grant funding for the project. Further stages were to be announced in due course. The City’s application page identifies the proposal as “Mixed Use Development – Public Works” and links to public documents and submission information. The City’s development application page is the local source for those materials. PerthNow reported in December 2021 that final approval and related conditions rested with the Metro Inner-South Joint Development Assessment Panel. The sources cited here do not establish a complete account of later approvals or the final design for every stage.
