118 Flora Terrace: Five-Storey North Beach Development Approved, Construction Status Unconfirmed

A five-storey mixed-use proposal for 118 Flora Terrace was approved in December 2024, subject to conditions. Construction status has not been verified.

The Metro Inner Development Assessment Panel approved a mixed-use development at Lot 15, 118 Flora Terrace, North Beach, on 19 December 2024, subject to conditions. A 2024 report described the proposal as a five-storey building with 20 dwellings and ground-floor office space. Available records do not establish whether construction has started.

What is proposed for 118 Flora Terrace?

Before the planning decision, PerthNow reported that the scheme would replace the existing commercial building space and car park at the site, then occupied by North Beach Dental and other businesses. The reported design included 20 dwellings, 36 residential parking bays and a large ground-floor office tenancy that could also be used for retail. These are proposal-era details reported by PerthNow, not confirmation of completed work or a separately verified account of every element in the approved plans. PerthNow, 13 September 2024.

The site is about 150 metres from the coast, according to that report. An earlier concept reportedly showed 24 dwellings across six storeys; the design was subsequently revised following consultation with the City of Stirling Design Review Panel. PerthNow also reported proposed bright colours, landscaping, a 40 kW solar array and EV charging capability for the parking bays. Those were reported design intentions, not evidence that the features have been installed. PerthNow, 13 September 2024.

Was the development approved?

Yes. The Metro Inner Development Assessment Panel (DAP) approved application DAP/24/02744 for mixed-use development at Lot 15, 118 Flora Terrace, North Beach, on 19 December 2024. The decision was made under the City of Stirling Local Planning Scheme No. 3 and applicable planning regulations, and is subject to compliance with the approved plans and conditions. In its written reasons, the panel said, “The proposal is consistent with the planning framework including site zoning.” It also found “the design, form and scale is appropriate and responds to the site context.” The panel considered on-site parking and traffic management sufficient in light of the location, operational details and site configuration. What conditions must be addressed?

The approval requires further information and changes at later stages; planning approval alone does not show that a building permit has been issued. Conditions include amendments to plans covering the crossover and access, privacy screening, planter locations and awnings. They also require a construction management plan, landscaping modifications, and requirements concerning building materials and finishes. The formal decision and conditions are recorded in the Metro Inner DAP minutes and decision documents.

Has construction started?

That is not verified by the available records. A WA Department of Planning, Lands and Heritage current-applications register dated 29 September 2026 does not list the Flora Terrace application. That is only a snapshot of that register; it does not establish whether the project was built, whether construction began, or whether local building approvals were issued.
