Langley Park Riverfront Masterplan: What Perth’s $1b Vision Includes—and Its Status

The City of Perth’s Langley Park riverfront masterplan proposes new public spaces and river access, but the $1 billion-plus figure is not confirmed as an approved budget. Council retained the draft as strategic guidance in May 2026.

The City of Perth’s Langley Park riverfront masterplan is a draft vision for a 44-hectare stretch of foreshore, not an approved $1 billion construction program. After public consultation in 2025, Council retained the draft in May 2026 as a strategic reference to guide advocacy and future upgrades as opportunities arise.

What the Langley Park plan proposes

The City’s 2024 concept covers 2.2 kilometres of riverfront between Supreme Court Gardens and the Causeway, including Langley Park and adjoining foreshore. It groups the area into five precincts: Cultural, Play, Leisure, Event and Ecology. The draft’s broad aims are to reshape the river edge, realign Riverside Drive and improve connections between the city and the foreshore. Proposed public spaces and amenities

In its 28 August 2024 announcement, the City described a lagoon, cafes and restaurants, a public mooring and ferry jetty, a river walk, an ecological precinct and 3,000 new trees. These are elements of the vision, not amenities confirmed as built or funded. The announcement also called for collaboration with Commonwealth and State governments. What the $1 billion figure means

PerthNow’s 17 July 2024 report described the concept as a $1 billion-plus plan and reported features including beaches, two hotels, about 30 restaurants and cafes, sports facilities and an underground car park. Those details should be attributed to that report: the official City material reviewed does not confirm the estimate as an approved budget or establish every reported feature as a committed project component. Current status: strategic reference, not construction approval

The City says consultation on the draft ran for six weeks, from 24 March to 5 May 2025, and received 1,582 responses. On 26 May 2026, Council considered the engagement report and retained the draft as a strategic reference document. The City says it will use the document to inform advocacy and collaboration with the State Government on riverfront initiatives, and to guide future asset renewal, public-realm improvements and upgrades as opportunities arise. Planning and site constraints

Langley Park is an A-Class reserve. The City says that classification protects the land’s use as “Parks, gardens and recreation”; development consistent with that use may be possible, subject to Department of Planning, Lands and Heritage approval when a development application is made. Council’s decision to retain a strategic reference document does not itself provide that approval. City of Perth project page.

The City also identifies renewal needs for the river wall and drainage network, and says Langley Park and Riverside Drive flood during high tides and inclement weather. Its project page cites a projected 0.7-metre rise in river levels by 2100 as a factor that could worsen those issues. Keep Langley Park separate from Perth Park

The Langley Park riverfront concept is not Perth Park, the separate sporting and entertainment precinct planned for Burswood Park. References to Perth Park’s amphitheatre, track, construction timing or tree numbers describe that other project and should not be treated as details of the Langley Park masterplan. What to watch for next

For construction and property stakeholders, the practical distinction is between a planning reference and a deliverable project. The City’s stated next uses are advocacy, collaboration and future upgrades as opportunities arise; the material cited here does not establish a total official cost, funding commitment, final approved design or construction timetable. Any future proposal will also need to address the reserve’s land-use protections and the site’s river-wall, drainage and flood conditions.
