The development application’s public comment period closed on 23 December 2025. The plan is for an initial 600 students, with a possible future expansion to 800, while the latest cited state budget places the school in a broader due-by-2030 window rather than confirming its earlier 2029 target.
What the new images show
The images accompanied a Department of Housing and Works development application for a proposed school on a 1.76-hectare portion of the former Queens Park Gardens car park. They depict a project proposal, not finished buildings. PerthNow’s December 2025 report describes a four-storey main school block and a separate, two-floor hall facing Waterloo Crescent.
“Vertical” refers to arranging school facilities across levels on a constrained inner-city site; it does not mean the proposal is a skyscraper. The Urban Developer noted that the design is longer than it is high when viewed from all elevations. The Urban Developer’s account of the application provides further design details.
What is included in the proposed school?
Main school block
PerthNow’s account of the application describes eight kindergarten and pre-primary learning areas, 16 general learning areas and 13 specialist classrooms. The block would also include collaboration and flexible spaces, a library and outdoor learning areas on multiple levels.

Hall and shared facilities
The separate hall is described as containing an assembly space, specialist classrooms, outside-hours care, a canteen and sports-equipment storage. The wider proposal includes a central play area called “the Heart,” a sporting field and two multi-sport courts.
The Urban Developer reports application details including a 260-square-metre library, 80 square metres for science teaching, 84 square metres for art and 176 bicycle or scooter spaces. It also describes 22 car parks: 17 drop-off and pick-up bays and five undercroft staff bays. These are design-application figures, not confirmation that the facilities have been built.

How many students could attend?
The planned first stage is for 600 students from Kindergarten to Year 6. The design allows for a possible later stage accommodating another 200 students, for a potential total capacity of 800. That expansion is not included in the current development application and would require a separate application. The state outlined the capacity plans in its 20 May 2025 announcement.
How much will it cost, and when is it expected to open?
The WA Government announced $165 million in State Budget funding in May 2025. At that time, it said the project was on track for the start of the 2029 school year and expected main construction to begin in May 2026. These are dated government plans, not confirmation of current progress.

The later 2026–27 WA State Budget lists East Perth among schools due to open by 2030. It does not give a precise opening date or establish what work had been completed by October 2026. The available cited information therefore does not confirm that the earlier 2029 target still holds or that construction is on schedule.
Will the sports facilities be open to the community?
The proposed field and courts are intended for community use outside school operations, according to the application coverage and state announcements. No operating timetable or access policy is established in the cited material, so the extent and hours of public access remain unspecified.

No. The public comment period reported when the images appeared closed on 23 December 2025. The December report’s “open for comment” wording described the consultation at that time, not its current status.
Who is designing and delivering the project?
EIW Architects and ARM Architecture were appointed to design the school, according to a January 2025 state announcement. December 2025 reports identified CPB Contractors as undertaking earthworks and car-park demolition. That dated report does not establish current site progress.

The state has said the project is intended to relieve enrolment pressure at nearby Highgate Primary School and support families in the inner city. Those are government-stated aims, not measured outcomes.
