There is no literal “sugar-free” rice cooker: these products are marketed as low-sugar, low-carb, low-GI or starch-removing cookers, and their methods and measured results differ. A draining basket or steaming process may remove some starch-related material, but a percentage claim is meaningful only alongside its test conditions and nutrient measure. Small studies suggest possible differences in carbohydrate content or short-term glucose response; they do not show that a cooker prevents or treats diabetes. The practical choice is the design, rice modes, capacity, cleaning and local support that fit your kitchen—not the biggest advertised reduction.
What does “sugar-free rice cooker” mean?
“Sugar-free” is consumer shorthand, not a precise description of what these appliances do. Manufacturers use terms such as low-sugar, low-carb, low-GI and starch-removing. Some designs drain cooking liquid through a basket; others emphasize steaming. These are different approaches, not one standardized technology.
Claims may refer to different things: reducing sugar, total carbohydrate, calories or resistant starch. Those measures are not interchangeable. Before comparing a percentage, check what was measured, which rice and cooking method were used, and whether the comparison was made per 100 g of cooked rice or against the same amount of raw rice.
How the cooking methods differ
Draining or filter-basket cookers
In this design, a basket with small holes holds the rice while liquid drains during cooking. Toshiba describes a tiny-holed sugar-removing basket for its Hong Kong low-sugar IH models; Panasonic Indonesia lists a stainless-steel starch filter on its low-sugar IH range. Steaming-oriented cookers
Some products present steaming as their low-sugar approach. Philips Hong Kong describes a steaming method for its HD7000/90. Do not assume this produces the same result as a draining basket: the mechanism and the basis for any reduction claim need to be checked on the exact model’s product information. (Philips Hong Kong)
What the evidence says—and what it does not
Small human studies report specific results
A 2022 pilot randomized crossover study in healthy adults compared 150 g portions of rice cooked in a starch-removing cooker and a conventional cooker. The reported plasma glucose values were 120.45 ± 14.48 versus 137.27 ± 22.21 at 30 minutes, and 110.82 ± 18.08 versus 122.64 ± 21.08 at 60 minutes; the abstract reported the differences as statistically significant. The study did not find statistically significant differences in insulin, triglycerides or appetite-survey results. It was an acute pilot in healthy volunteers, not a test of long-term health outcomes or diabetes treatment. (2022 pilot study abstract)

A separate 2022 study of 13 healthy participants reported 27.6 ± 0.9 g of total carbohydrate per 100 g of rice from a carbohydrate-reducing cooker, compared with 34.0 ± 0.3 g for its conventional-cooker comparison—a 19% difference under that study’s protocol. It also reported 120.8 ± 3.7 versus 149.0 ± 1.0 kcal per 100 g, or 20% lower. Early glucose-response area under the curve was significantly lower in one equal-weight white-rice comparison. These results come from a small sample and specific cooking and comparison conditions; they are not a guaranteed result for every rice, recipe or user. (2022 study)
Japan’s regulator found a mismatch in a five-product test
In March 2023, Japan’s National Consumer Affairs Center (NCAC) said it had received 250 inquiries and complaints about low-carb rice cookers through PIO-NET over about six years since fiscal 2017. In its tests of five products, four appeared not to meet their advertised carbohydrate-reduction rates. NCAC also found low-carb-mode rice was softer and contained about 10–20% more moisture. When the same amount of raw rice was used, the cooked rice was about 10–30% heavier, while the difference in carbohydrate content was insignificant. The findings apply to the five products tested in Japan, not every model sold elsewhere. (NCAC, March 2023)

These findings show why a headline percentage alone is a weak buying metric. Cooked-rice weight and moisture can change the result when values are expressed per 100 g, while a same-raw-rice comparison answers a different question. Ask how a claim was tested and what quantity was compared. NCAC advises: “When you use a low-carb rice cooker, be careful with the amount you eat,” and recommends asking manufacturers how they achieve the claimed reduction rate. (NCAC consumer guidance)

There is no established universal “best” model based on the available evidence. Compare the practical details for the exact model and market where you intend to buy.

Examples of regional models and claims
The following are examples listed by manufacturers or a regional catalogue; they are not a ranked list, and their inclusion does not confirm present stock in another market.
- Hong Kong: Toshiba RC-18ISPH and RC-10IRPH are presented as low-sugar IH models. Toshiba’s Hong Kong product page reports a 35% reducing-sugar reduction and 58% resistant-starch increase for a specified comparison, with a named testing agency and model. Treat these as manufacturer-reported test figures for that comparison, not as typical results for all cookers or rice. (Toshiba Hong Kong product information)
- Indonesia: Panasonic lists SR-HFL153 and SR-HFL103 in its low-sugar IH range and describes a stainless-steel starch filter. Check the regional product information for supported modes and specifications. (Panasonic Indonesia)
- Singapore: Toshiba lists the RC-10IRPS as a low-sugar rice cooker. Confirm local specifications, service and availability with the seller. (Toshiba Singapore)
- Hong Kong: Philips describes the HD7000/90 as using a steaming approach. Compare its stated operation and supported modes with the needs of your household rather than assuming it matches a filter-basket model. (Philips Hong Kong)
- Malaysia: An Amway Malaysia catalogue lists a NOXXA low-sugar cooker and states “up to 41%” starch reduction from white rice, identifying SGS certification. This is a catalogue claim, not an independently established general result; check the exact test basis and current local availability. (Amway Malaysia catalogue)
What these cookers can—and cannot—promise
A cooker may change the rice’s measured composition or short-term response under particular conditions. That does not make its rice literally sugar-free, establish a lasting health benefit, or guarantee a lower blood-glucose reading for an individual. One NCAC complaint quoted a user who had tried a low-carb cooker without seeing a decrease in blood glucose. Individual glucose levels have many influences, and the small studies cited above do not establish the appliance as a diabetes intervention.

If you manage diabetes or another health condition, do not use a cooker’s marketing claim as a substitute for advice from your clinician or dietitian. Consider the portion eaten as well as the cooker: NCAC found that cooked rice weight rose when the same raw-rice amount was prepared in low-carb mode, while carbohydrate difference was insignificant in that comparison.
