Dordaak Kepup Library and Youth Hub: How Wanneroo Covered the 2024 Funding Shortfall

Wanneroo’s May 2024 briefing recorded a $7,538,750 shortfall for its planned Landsdale library and youth hub. An additional $3 million in State support helped close the gap before Dordaak Kepup opened in December 2025.

In May 2024, the City of Wanneroo recorded a $7,538,750 funding shortfall for the planned Landsdale library and youth hub. After councillors delayed a tender decision to seek more State support, the City secured another $3 million from the Western Australian Government and planned to meet the remaining $4.5 million from its strategic projects reserve. The facility, now called Dordaak Kepup, opened in December 2025.

What was the $7.5 million shortfall?

The City of Wanneroo’s 14 May 2024 council briefing recorded total expenditure of $17,990,000 against a budget of $10,451,250, leaving a precise shortfall of $7,538,750. The briefing listed an additional funding provision of that amount from the City’s Strategic Project Reserve. These are tender-stage figures, not the project’s final cost.

The planned facility was a library and youth innovation hub overlooking Broadview Park in Landsdale. The 2024 council record and contemporary headline used “Dordaak Kepap”; later City announcements use “Dordaak Kepup.” The City says the name, chosen in consultation with Noongar elders and community members, means “Place of Living Waters.”

How was the funding gap addressed?

After councillors deferred the tender decision to seek further State funding, the City secured an additional $3 million. PerthNow reported on 26 May 2024 that the remaining $4.5 million would be covered by the City’s strategic projects or initiatives reserve. The report said the deferral increased the Swan Group tender by $115,000, bringing it to $17,990,000.

This additional $3 million was distinct from an earlier State contribution for the youth hub. In Parliament on 17 November 2022, Landsdale MLA Margaret Quirk said a $3 million youth activity hub commitment had been promised to the City by the McGowan Government in 2017. The City’s November 2022 announcement described a $3 million WA Recovery Plan contribution for the youth hub.

How did later project cost figures change?

Later figures describe a different stage of the project and should not be mistaken for the May 2024 shortfall or tender figure.

The Lotterywest grant was for hub equipment and technology, as well as Noongar interpretive signage. The available public council briefing extract does not reproduce confidential tender attachments, so it does not establish further contractual details.

What opened in Landsdale?

Dordaak Kepup opened in December 2025 as a modern library and youth innovation hub. The City described a mix of library services and youth-oriented facilities, including a gaming zone, recording and podcasting studios, a demonstration kitchen, and spaces for Science, Technology, Engineering, Arts and Mathematics (STEAM) activities.

The project’s concept had been shaped through community consultation. In 2022, Mayor Linda Aitken said the most popular planned offerings were classic library elements, early-childhood services and STEAM programs; that comment described consultation and concept design, not a post-opening evaluation.

The City says Noongar names for rooms were selected by naming consultant and Emeritus Professor Dr Len Collard of Moodjar Consultancy, alongside members of the City’s Aboriginal and Torres Strait Islander community reference group. The August 2025 update says room-name signage was developed with guidance from that group and endorsed by the Noongar Boodjar Language Cultural Aboriginal Corporation and Elder Vivienne Hansen.

At the December 2025 opening, Mayor Linda Aitken called Dordaak Kepup “a powerful symbol of innovation, inclusivity and community spirit.” The City’s archive later recorded three honours for the facility at the IPWEA WA Excellence Awards, announced on 13 March 2026.
