To check if a fuse is bad, first confirm it is designed to be removed by the user, disconnect power, and test across its contacts with a multimeter set to continuity or resistance. A continuity indication or low resistance suggests the fuse has a conducting path; an open or “OL” reading suggests it is blown. Never use continuity or resistance mode on an energized circuit.
This guide covers only a safely removable fuse that the equipment instructions permit you to access. Fuse locations and replacement rules vary: the examples below distinguish UK plug fuses from US household service-panel fuses. Do not treat them as interchangeable procedures.
What a fuse test tells you
A fuse is a protective component that interrupts current when it exceeds a safe level. A blown fuse may point to an overload or another fault, not just an isolated nuisance. Electrical Safety First explains that a blown fuse cuts off electricity to help prevent a cable or appliance from overheating and causing a fire: Plugs and fuses.
A visual check may reveal a break or damage, but fuse designs differ and appearance alone may not settle the question. A continuity or resistance test checks whether there is a conducting path through an appropriate removable fuse. The reading does not diagnose why the fuse failed.

Before you test: identify the fuse and check for warning signs
- Identify the equipment and fuse. Check its label and owner’s manual to determine the fuse type, location, and whether user access is permitted. Do not open sealed or unfamiliar equipment, an appliance enclosure, a vehicle high-voltage system, or a service panel unless you are qualified and the applicable instructions direct you to do so.
- Stop if there are warning signs. If a plug or equipment is hot, visibly damaged, burned, buzzing, crackling, or repeatedly losing fuses, unplug it only if you can do so safely. Stop troubleshooting and contact the retailer, manufacturer, qualified repair technician, or a competent electrician as appropriate. Electrical Safety First advises seeking help for warning signs such as heat or damage.
- Disconnect power. Turn the equipment off and unplug it, or otherwise isolate it as its instructions require. Continuity and resistance tests must be performed on a de-energized test subject. Fluke’s meter guidance warns against using these modes on an energized circuit: Fluke meter safety guidance.
How to check a permitted removable fuse with a multimeter
Use a digital multimeter with continuity or resistance mode, and follow the meter manufacturer’s instructions. The cited Fluke procedure concerns fuses inside Fluke meters; it is not a universal removal procedure for household or appliance fuses. Do not copy a holder-removal technique from another device.
- Remove the fuse only as instructed. Follow the equipment manual and access it only if it is user-serviceable. Do not force a fuse holder or reach into an enclosure that the instructions do not authorize you to open.
- Select continuity or resistance mode. Set up the meter as described in its manual. If the meter’s instructions call for checking the leads first, do that before testing the fuse.
- Place one probe on each fuse contact. Keep the fuse out of the energized equipment while testing. The probes should touch the fuse’s electrical contacts, not an insulating part.
- Read the result using the meter’s instructions. A continuity indication or low resistance is consistent with a closed path. “OL” or an open indication suggests there is no continuity and the fuse element is broken. Meter displays and thresholds vary; there is no universal resistance cutoff established here.
A good continuity reading means the fuse has a conducting path; it does not establish that the equipment itself is safe or that the cause of a previous failure has been corrected.

Replacement depends on the fuse’s application and location
Do not substitute a fuse based on appearance alone. Match the exact type and rating specified for that position, including current rating, voltage, and other required characteristics. Never install a higher-rated fuse to stop repeat failures.
UK plug fuse
Electrical Safety First says to replace a UK plug fuse only with another fuse of the same rating. Follow the plug or appliance instructions and applicable local guidance; this is not a service-panel procedure. See Electrical Safety First’s plug and fuse guidance.

US household service-panel fuse
ESFI says a household service-panel fuse must match the circuit amperage and warns against using a higher rating: ESFI guidance on fuses. This does not make opening a service panel an appropriate task for every reader. Use the panel and local safety guidance, and seek a qualified electrician if access or replacement is not clearly within your competence.

Stop replacing fuses and arrange qualified diagnosis. A repeat failure can indicate an unresolved overload or fault. Burn marks, arcing, heat, or unusual sounds also call for stopping rather than continuing to test or operate the equipment.
