A winter playground can support supervised snow play, but snow is not protective playground surfacing. Close elevated equipment whenever its impact-absorbing surface is frozen, icy, or snow-covered and may not protect a fall. Clearing snow from the equipment does not make it safe if the surfacing beneath remains frozen or covered.
Start with the winter safety decision
Before children go outside, check the temperature and wind chill, inspect the play area, and decide which activities are safe under the conditions. Separate free play in an open snow area from use of elevated playground equipment: children may be able to play in the snow while slides, climbers, or platforms remain closed.
- Check the weather. The American Academy of Pediatrics (AAP) advises generally avoiding outdoor play when the temperature or wind chill is below -15°F. This is pediatric guidance; follow local policies and consider each child’s circumstances. AAP winter safety guidance.
- Inspect the site and planned activities. Look for ice on access points, hazards hidden by snow, and snow that could collect at slide exits. Decide whether equipment needs to be closed.
- Dress children for the conditions. Use several thin layers, insulated boots, mittens or gloves, and a hat. Change wet clothing promptly.
- Assign close adult supervision. Keep an adult watching during play, especially during fort building, sledding, and other activities with distinct hazards.
- Plan warming breaks and reassess. Bring children indoors regularly to warm up, and check conditions again before opening equipment or returning outside.
When to close playground equipment
Close elevated structures if winter conditions compromise the fall-protection surface beneath them. Washington State Department of Health warns that frozen, icy, or snow-covered playground surfacing may not provide adequate fall protection; it specifically says snow is not acceptable protective surfacing. Alberta Health Services similarly cautions that frozen surfacing loses impact absorption. Brushing snow off a platform, slide, or climber does not restore protection if the fall surface is still frozen or snow-covered. Ice on handrails, grips, stairs, platforms, or slides also raises the chance of a slip. Snow may hide objects or build up where children land at a slide exit. Inspect and clear hazards, but keep the structure closed while ice or frozen fall surfacing remains.

Make the play area more comfortable without treating it as safer
For a purpose-designed outdoor play area, windbreaks, vegetation, and buildings or shelters can help block cold winds and drifting snow. The National Program for Playground Safety includes these as winter comfort considerations in its Inclusive Play Area Design Guide. They do not replace weather monitoring, supervision, or inspections, and they do not make an unsafe structure safe to use.
Design impact-absorbing surfacing for the equipment
For year-round playground planning, surfacing needs to suit the equipment and extend through its recommended use zone. General AAP guidance describes loose-fill options such as wood chips, mulch, sand, or pea gravel at 12 or more inches, or safety-tested rubber-like mats, with a six-foot minimum extension around equipment. These general figures are not a substitute for site-specific requirements: confirm current CPSC guidance and the surfacing manufacturer’s recommendations for the equipment and location. Winter conditions can change how installed surfacing performs. Loose fill can freeze, snow can compact or turn to ice, and access points can become slippery. The presence of the usual material underneath snow does not establish that a snow-covered playground is safe for elevated play.
Set rules for snow forts and tunnels
Children building forts or tunnels need close adult supervision throughout construction and play. A collapse can trap a child and cause suffocation, so do not allow children to dig or play inside an unsupervised snow structure.

- Keep an opening children can use to exit.
- Do not let children use sharp tools.
- Stay close enough to monitor construction and intervene if a structure becomes unsafe.

Sledding has its own risks and does not make a winter playground structure safe. Choose a child-sized sled and a route away from roads, vehicles, and trees. Supervise children under 12. The AAP advises considering sitting up or going feet first rather than lying head first, which may help prevent head injuries, and considering helmets for children. Equipment should fit the child. The AAP winter safety guidance provides these sledding precautions.

Take precautions for skating on ice
If skating is part of the winter program, use only frozen surfaces approved and checked by local authorities. Children should not skate alone. For children—especially learners—the AAP recommends considering a helmet, knee pads, and elbow pads. These are skating precautions, not a reason to use icy playground structures. Recognize cold-related warning signs
Shivering can be an early sign of hypothermia. Sluggishness, clumsiness, or slurred words are concerning signs. The AAP identifies hypothermia as a medical emergency: call 911, bring the child indoors, remove wet clothes, and wrap the child in blankets or warm clothing while help is coming. If numbness or cold-related pain continues after warming, contact the child’s pediatrician. These recommendations are from the AAP winter safety guidance.
