The Metro Outer Development Assessment Panel approved Broad Vision Projects’ Gaebler Road proposal on 23 May 2024, despite opposition from the City of Cockburn, the Department of Education and Cancer Council WA. The proposed development is a mixed-use precinct opposite Hammond Park Primary School—not just a group of restaurants—and the approval does not establish that the proposed businesses have since opened.
What the development panel approved
The proposal, submitted in February 2024 according to Cancer Council WA, is for Lot 9501 Gaebler Road, opposite Hammond Park Primary School in Hammond Park. It combines three proposed drive-through outlets—KFC, McDonald’s and Starbucks—with a 24-hour 7-Eleven service station, a medical centre and a vehicle wash. These are the proposed uses described in the sources, not confirmation of operating tenants.
The Metro Outer Development Assessment Panel (DAP) approved the proposal on 23 May 2024. PerthNow reported that the decision passed four votes to one. A later DAP Part B document dated December 2024 contains material about the application, but that later meeting date is not the approval date.
Why the proposal drew objections
Opponents raised distinct concerns about the site and its proposed uses. These were arguments made by submitters and public bodies; the available reporting does not establish that the alleged effects occurred at the site.

Health and school amenity
The Department of Education raised concern that locating the development close to the primary school could “result in unhealthy diets,” PerthNow reported. Cancer Council WA opposed the fast-food component and framed the issue as one of public health and planning. The concerns were about proximity and potential influence, not a finding by the panel that the proposal would cause a particular health outcome.
Emissions, traffic and pedestrian safety
PerthNow reported concerns about emissions from the proposed service station, as well as traffic, parking and pedestrian safety. DAP Part B material also records presentation content raising concerns about proximity, emissions and child safety. Those points form part of submissions and advocacy; they should not be read as independent scientific conclusions or as the panel’s findings.

Land-use compatibility
The City of Cockburn, the Department of Education and Cancer Council WA recommended refusal or opposed the application, according to PerthNow’s approval-day report. Their objections reflected a broader question of whether a mixed commercial precinct—including drive-through food outlets and a service station—was appropriate opposite a primary school. The panel nevertheless approved the proposal.
How many people objected?
Published figures differ, and the sources do not explain whether they reflect different counting periods, consultation scopes or methods. They should not be treated as a single reconciled total.

The different figures cannot be averaged or confidently explained from these sources. Cancer Council WA’s case study also reports an 82-signature local petition and says a separate statewide petition calling for planning reform, with 511 signatures, was presented to the WA Legislative Assembly on 18 June 2024.

- June 2025: Cancer Council WA published a retrospective case study reporting over 600 submissions, a figure it does not reconcile with the earlier counts.
What is—and is not—known about the outcome
The documented outcome is planning approval. The available sources do not establish the precinct’s construction progress or whether KFC, McDonald’s, Starbucks, 7-Eleven, the medical centre or the vehicle wash have opened. Approval should therefore not be described as proof that the proposed businesses are now operating.
