The City of Joondalup awarded construction work for its Duncraig Adventure Hub through several contracts, not one $8 million tender. PerthNow reported in April 2024 that Phase 3 Construction was selected for the skate facilities at an estimated $1.1 million and Common Ground Trails for the bike facility at about $800,000. In August 2024, Council accepted Phase 3 Landscape Construction Pty Ltd’s separate $5,508,560 tender, excluding GST, for the main landscape package. Published overall project figures differ: PerthNow reported $8.1 million in April 2024, while the City’s project page now lists a $9 million construction budget.
Which construction tenders were awarded?
The awards covered different parts of the development, so their values should not be treated as interchangeable or added together as a verified final project cost.
| Package | Contractor | Award timing and reported value |
|---|---|---|
| Skate-facility design and construction | Phase 3 Construction | Reported by PerthNow in April 2024 at an estimated $1.1 million. |
| Bike facility | Common Ground Trails | Reported by PerthNow in April 2024 at about $800,000. |
| Main landscape construction, Tender 002/24 | Phase 3 Landscape Construction Pty Ltd | Accepted by Council on 27 August 2024 for a fixed lump sum of $5,508,560 excluding GST. |
| Civil works | Contractor not stated in the cited City and news sources | The City’s August 2024 minutes say the civil-work contractor had already been engaged; a value is not stated in those sources. |
The City’s FY2023–24 annual report separately confirms that contracts were awarded for the skate park and pump-and-jump track, but does not provide the April 2024 amounts.
What did the August 2024 landscape tender cover?
The City’s 27 August 2024 Council minutes identify Tender 002/24 as the final and most significant of four construction contracts for the hub. Two submissions were received: Phase 3 Landscape Construction Pty Ltd and Menchetti Consolidated Pty Ltd (MG Group WA). The tender report states, “The submission from Phase 3 Landscape Construction Pty Ltd represents best value to the City.”

The minutes note Phase 3’s relevant experience, including a concrete skate park and asphalt BMX track for the Shire of Boddington. The eight-month period was tied to commencement, so it does not by itself establish a calendar completion or opening date.
Why do published project costs differ?
PerthNow reported an overall construction cost of $8.1 million in April 2024, alongside its coverage of the early facility awards. The City of Joondalup’s project page currently describes a $9 million construction budget and identifies a $3 million Lotterywest grant and more than $1.4 million from the Local Roads and Community Infrastructure program. The available sources do not reconcile the different totals or specify whether they use identical scopes or dates. The individual contract figures are also not a complete project-cost breakdown.

What is the Duncraig Adventure Hub?
The project is a broader youth recreation hub at Percy Doyle Reserve in Duncraig, rather than only a bike-and-skate facility. The City’s listed features include a skate bowl and transition facility, an asphalt pump-and-jump track, a multipurpose court, a play space, shaded gathering areas, barbecues, accessible restrooms, CCTV and lighting.
The City says the development follows its Outdoor Youth Recreation Strategy 2021, which identified a lack of youth facilities in the southern suburbs, and a Percy Doyle Outdoor Youth Facility Business Case adopted by Council in 2022. Design input came from young people, reserve users and nearby residents; the City says consultation shaped features including shaded hangout spaces, lighting and passive surveillance.

What is known about construction progress and opening?
In a June 2025 update, the City reported that by late May more than 1,700 square metres of concrete and 1,400 square metres of asphalt had been laid. It also reported installation of more than 210 metres of stormwater drainage pipe and 3,580 metres of electrical conduit. The bike track asphalt was down, while the skate hub was still taking shape. The City said more than 100 native trees were being planted during winter.
There is no reliable opening date established by the cited sources. The City project page says construction is complete but also displays June 2027 as the completion date. Its 2024–25 annual report listed the project as in progress and scheduled to finish in October 2025. Those records conflict, and neither confirms when the public facility opened.
