On 10 July 2026, the Fremantle Herald Interactive reported that the City had shifted to a sports-and-community-focused option estimated at about $197 million. The report said that option was to be submitted to Treasury; it did not establish later Council approval, secured funding or a construction date.
What happened to the apartment proposal?
In November 2024, Fremantle Council unanimously endorsed a masterplan that included upgraded football facilities, improved spectator experience, better community access, heritage refurbishment and the possibility of affordable housing. The endorsement followed a second community consultation round that received 113 submissions, according to the City of Fremantle’s announcement.
City planning materials described a potential capacity of 10,000–15,000 patrons and about 240 possible affordable or social dwellings in a future stage. Those figures were planning ambitions, not completed homes, secured funding or a construction contract. The Council record also said further planning and funding steps were needed before built form and land uses on the southern site were settled.
The July 2026 report said the large apartment component had been abandoned after the City failed to secure federal housing-enabling funding. Mayor Ben Lawver told the paper that the apartment blocks had depended on enabling funding, including the federal Housing Enabling Fund, and the City had not been successful.

What does the revised preferred option include?
The 2026 preferred concept puts sport and community use at the centre of the precinct. The reported elements include:
- A new grandstand and player facilities.
- Community spaces and hospitality or commercial areas.
- A gym and health club.
- Event infrastructure and public-realm improvements.
The report also describes short-stay accommodation on land south of the oval as a future opportunity, not as a confirmed part of the current preferred works.

What is the reported cost, and what does it mean?
Fremantle Herald Interactive reported business-case estimates of about $181 million for Option 1, $197 million for preferred Option 2, and $194 million for Option 3. These are reported estimates, not tender prices or proof that funds have been appropriated.

The report also relayed business-case forecasts for the preferred option: approximately $1.84 million in revenue and $888,000 in operating costs in year one, with an average annual surplus approaching $1.5 million over 25 years. Those are projections, not operating results, and have not been independently verified here against the underlying business case.

Why the site requires careful planning
Fremantle Oval is a historic venue in the city centre. The Victoria Pavilion is a significant heritage asset, and the oval sits within the Fremantle Prison World Heritage Area Buffer Zone. City planning also considers links between the oval, Fremantle Hospital, Fremantle Prison and the city centre. The 2024 Council record identifies heritage management, community access, recognition of Aboriginal sporting contributions and Whadjuk Traditional Owners among the planning aims.
The 2024 plan followed years of proposals that returned to themes including football facilities, community uses, housing and better public connections. The City cited the condition of existing facilities, growth in women’s football and heritage management as reasons for renewed planning. In May 2024, Council endorsed a conservation plan for the Victoria Pavilion.

Has construction been approved or scheduled?
The available July 2026 reporting says the revised business case was to be submitted to Treasury. It does not confirm a subsequent Council decision, a government funding commitment, a final project scope, a procurement contract or a construction timetable. The City’s February 2026 corporate report had earlier said an advanced business case was prepared for Project Board review and contractor market testing had taken place; that earlier status does not establish approval or procurement after the later revision.
Accordingly, the 2024 ambition to start construction in 2026 and finish by 2029 should not be treated as the current schedule. The confirmed distinction is between Council’s 2024 masterplan, which included potential housing, and the sports-and-community-focused preferred option reported in July 2026.
