What “burns forever” actually means
The phrase describes the reported burner assembly, not an endless flame. In the design covered by Hackaday, alcohol burns at a carbon wick while the wick and copper structure are said not to burn down. Fuel still runs out and has to be replaced. The article’s author, Al Williams, puts it plainly: “Of course, the candle still takes fuel that you have to replace, but the candle itself doesn’t burn down.”
That makes it different from a conventional candle in one specific respect: the described burner is intended to be reused rather than discarded after its body is consumed. The report does not compare it with tested candles or other burners, and gives no measured performance figures.
How the reported design is arranged
Hackaday attributes the build to Zen Garden Oasis and describes common copper pipe combined with an old glass jar. The reported pipe arrangement uses a 3/4-inch outer pipe that mostly encloses a 1/2-inch inner pipe. The inner pipe extends farther out, and both pipes have holes described as supporting fuel and airflow.

A high-temperature carbon wick wraps around the inner pipe and ends where that pipe emerges from the outer pipe.
