Cottesloe Twin-Tower Development: What’s Approved and What Could Change

The original twin-tower plan for 7–11 Station Street was approved in June 2025. A later amendment may change the design, including height, access and parking.

The Western Australian Planning Commission (WAPC) approved the original twin-tower proposal for 7–11 Station Street in Cottesloe on 19 June 2025. But that is not necessarily the final design: by 8 October 2026, a later amendment application was listed on the state planning portal, with public consultation still to come.

What is proposed at 7–11 Station Street?

The original scheme combines apartments, a hotel and commercial space on a site in Cottesloe. The Department of Planning, Lands and Heritage consultation description set out two towers above a three-storey podium:

PerthNow also reported residential communal amenities including a podium-roof pool, lounge and gym. These details describe the original proposal, not a confirmed final design; parking, access and other design aspects are among the matters the amendment listing says may change.

The Department lists the application value as $200 million. That is the stated value of the application, not a verified final construction cost.

Have the Cottesloe twin towers been approved?

Yes. The WAPC approved the original Significant Development Application on 19 June 2025, and the Town of Cottesloe confirmed the decision the following day. That approval applies to the original application. The state planning portal listed an amendment application as lodged on 8 October 2026 and said it would be released for public consultation in due course. Its outcome was unresolved at that date.

As a result, it is more accurate to describe the original scheme as approved and the amendment as pending consultation than to present the 2025 plans as the current final design. The reviewed planning information does not establish a construction start or opening date.

How tall are the towers, and why is the height disputed?

The original towers are 15 and 17 storeys above a three-storey podium. The Town objected to their height and scale, raising potential overshadowing of Napoleon Street and effects on the area’s character and amenity.

The Town said the Cottesloe Village Precinct Structure Plan identifies 10 storeys as the maximum the area can sustain without serious impacts. In its statement after the WAPC meeting on 20 June 2025, it said: “The PSP identifies 10 storeys as the maximum height this area can sustain without causing serious negative impacts on the character and amenity of our High Street—particularly in terms of overshadowing.”

This is the Town’s planning position; the available material does not independently measure the resulting shadow or establish those impacts as a separate finding.

What did public submissions say?

The Town reported that it received 764 public submissions. According to its 2025 statement, fewer than 10% gave unqualified support, while more than 90% opposed the project outright or supported it only if the height were capped at 10 storeys.

Those categories matter: conditional support for a lower height is not unqualified support for the original 15- and 17-storey proposal. The figures are the Town’s account of submissions, not an independent survey.

What could the amendment change?

The state planning portal’s amendment listing identified proposed changes involving height, the mix of uses, access, parking and other design aspects. The listing said the amendment would be released for public consultation in due course. Until that process and the relevant decision are complete, the original approval and the proposed amendment should be treated as separate stages—not as evidence that the final scheme has already been settled.

The contrast is between the original approved towers of 15 and 17 storeys and the Town’s stated 10-storey position in the precinct plan. The amendment may revise the project, but the portal information available on 8 October 2026 does not establish what the final design will be.
