WA agencies have reported historical cases in Perth and later roof-repair incidents elsewhere in Western Australia involving pressure, unclear scopes and payment demands. Those reports are not evidence that the same traders are active in Perth now. If you need roof work, turn away unsolicited pitches and arrange written quotes from providers you have checked yourself.
What Consumer Protection reported in Perth and WA
Earlier reports in Perth suburbs
A historical WA ScamNet account said Consumer Protection had received reports of men approaching older residents in Como, Dianella, Mount Hawthorn, Nedlands and Subiaco. They allegedly claimed a roof needed repair and offered to do the work for a fee. In four cases, according to the account, the men arrived in a ute and showed a business card bearing the name of a legitimate roofing company; that company told a consumer the men did not work for it. The page also described a separate driveway-repair offer in Willetton. These are historical allegations, not a current map of activity.
Roof-repair reports published in 2025
In a warning published on 25 June 2025, Consumer Protection Western Australia described reports including an encounter with a Hillman couple approached by two uninvited men offering roof cleaning, tile tuckpointing and fascia repairs. The agency said the couple received no formal quote or clear work scope, had no contact details beyond a business name and bank-account number, and were told to obtain a bank cheque for $18,645.
The same release recounted a Parmelia couple who were initially quoted $1,950 and later pressured to pay $2,145, allegedly for GST. The agency said tiles had not been replaced, repointing was incomplete, mess remained and new leaks appeared. It also reported that a security camera had been repositioned away from the front of the property. These details are the agency’s account of reported cases, not findings about every roof contractor.

A separate 2024 reported loss
In an alert dated 10 December 2024, Consumer Protection reported that five households had paid a combined $49,300 for shoddy roof and driveway restoration and spray-painting work. That figure applies to those five households and the services described in the alert; it is not a current statewide loss estimate.
How to spot a pressured or suspicious offer
Consumer Protection’s general guidance identifies several warning signs. Treat them as reasons to pause and verify rather than proof, by themselves, that a person has committed a crime:

- An unexpected knock from someone offering repairs you had not arranged.
- A claim that the trader has leftover materials or is already working nearby.
- An unusually cheap price or a deal that is available “today only.”
- Pressure to agree quickly, pay cash up front or accept work without a written quote and clear scope.
- An offer to drive you to a bank to withdraw money or obtain a bank cheque.
- Business details that are incomplete, or a card or company name that you have not independently verified.
In the cases reported in 2025, the absence of a formal quote, clear description of work and reliable contact details were important concerns. Do not rely on a business card, a name supplied at the door or a trader’s claim about nearby jobs as verification.
What to do if someone knocks offering roof repairs
- You do not have to engage. Consumer Protection says residents can refuse to open the door. If you speak to a trader, tell them to leave. The agency says refusing to leave when asked is unlawful.
- Do not agree or pay under pressure. Decline requests for immediate cash, a bank visit or a bank cheque. Do not let an unexpected offer set your timetable.
- If safe, keep useful details. Note the vehicle registration, make and model, and any names or descriptions used. Keep flyers or business cards. Consumer Protection also recommends providing useful descriptions and any relevant CCTV or security-camera footage.
- Report suspicious conduct. Contact WA Consumer Protection on 1300 30 40 54 or [email protected]. The agency’s contact details can change, so check its current official page before contacting it. You can also warn relatives, neighbours and friends who may be more exposed to pressure tactics.
A “Do Not Knock” sticker at the front door or doorbell may help deter unwanted approaches, according to Consumer Protection. It is not a guarantee and does not replace asking a trader to leave or reporting suspicious conduct.

If you genuinely need roof work
Arrange the work on your own terms rather than accepting an unsolicited diagnosis. Consumer Protection advises taking time, researching traders, checking relevant licences, asking for references and looking at examples of previous work. Get multiple written quotes so you can compare the proposed scope as well as price and value.
A useful written quote should make clear what work is proposed and what it will cost. If a trader will not provide a clear scope and written quote, do not proceed on the strength of a verbal promise. You do not need to climb onto the roof to assess it yourself; seek an independent assessment from a provider you have checked.

When a cooling-off period may apply
Some sales made through unsolicited approaches can qualify as unsolicited consumer agreements under Australian Consumer Law. For a qualifying agreement, ACCC guidance provides a 10-business-day cooling-off period. It runs from the first business day after the consumer signs the agreement or receives the agreement document, and the consumer may cancel without penalty.
This is not an automatic cancellation right for every roofing contract. The rules have limits and exceptions: for example, services generally cannot be supplied and payment cannot be taken during the cooling-off period, but specified exceptions include emergency repairs. ACCC business guidance also says the unsolicited-agreement rules do not apply when the total value is less than $100. Because the legal result depends on the circumstances and agreement, contact Consumer Protection or the ACCC about a specific dispute rather than assuming the period applies.
