Save Burswood Park Alliance argued that the key direction—especially the racetrack—was already effectively settled and that residents lacked the technical detail needed to comment meaningfully. The dispute was therefore about both process and substance: what the community was invited to influence, and whether it could still change the decisions opponents considered most important.
What did the Burswood Park consultation cover?
On 15 May 2025, the WA Government opened community and stakeholder consultation for the Perth Entertainment and Sporting Precinct at Burswood Park, describing it as an election commitment and inviting input on design and delivery. The stated purpose was to inform preliminary concept development, not to present a final design. The government’s launch notice set out that framing.
The City of Perth advertised drop-in sessions from 12 to 15 June 2025, alongside online and email feedback options. It said preliminary concepts would later be released for further consultation. The City’s notice described the engagement as an early stage of planning.
The proposal was broader than a racetrack, but motorsport was a central and contentious element. The EPA’s project description included an outdoor amphitheatre for live music and other events, a multi-use track for motor racing, cycling and community sport, a multi-use event building, and transport and connectivity improvements linking Optus Stadium and the wider precinct. It specified one three-day Supercars event per year. The EPA proposal description sets out those components.

Why did opponents call the process a sham?
Save Burswood Park Alliance’s objections focused on whether consultation could affect the project’s direction. In a 17 June 2025 report, PerthNow said Alliance representatives alleged the project tender had been issued before consultation began and closed before it ended. That tender chronology is the Alliance’s claim as reported; the cited coverage does not independently establish it.
The Alliance also criticized what it described as a limited “cartoon” layout and the absence of answers on track design and construction, noise modelling, and flora and fauna surveys. Co-chair Robin Harvey said the track had been presented as non-negotiable and questioned the value of consultation if the community’s principal objection was dismissed. PerthNow’s account reports the allegations and the government’s response.
Harvey’s sharpest description was: “This V8 Supercars proposal was presented to us as a fait accompli. The consultation is clearly a complete sham.” This was the Alliance co-chair’s characterization of the process, not an official finding about how decisions were made.
Parliamentary Secretary to the Premier Daniel Pastorelli told PerthNow that the consultation program was extensive and that the government welcomed discussion with residents and stakeholders. The positions expose the core disagreement: the government described an opportunity to help shape preliminary concepts, while opponents said the track direction and the information supplied left too little meaningful room to influence the outcome.

How many people took part—and what do the numbers show?
The government reported that 5,327 unique individuals visited the online consultation platform between 15 May and 20 June 2025, and that more than 330 people attended four in-person drop-in sessions. These are government-reported participation figures, not a measure of how many participants represented affected residents, agreed with one another, or changed the design. The August outcome announcement published the totals.
The Phase One Consultation Outcomes Report characterized nearby resident groups in Burswood and East Perth as particularly concerned about the annual motorsport event, noise, access and environmental management. It also described support from potential user and industry groups. That is the report’s account of responses; it should not be read as a representative poll or as proof that a particular design change followed. The Phase One report provides its summary of feedback.

What could consultation influence, and what remains unclear?
The government’s stated scope was input to planning and preliminary design. The City’s notice said a later release of preliminary concepts would provide another opportunity for consultation. The Alliance’s criticism was that the racetrack was effectively fixed and the available material did not permit informed comment on its impacts. The published participation count cannot resolve that disagreement: it says how many people engaged, not which decisions remained open or how responses affected them.
To judge the process, distinguish three questions: what parts of the wider precinct were still open to design input; whether the track and its operating assumptions could be changed; and whether participants had enough technical information to assess effects such as noise, access and environmental management. The available consultation totals do not answer those questions by themselves.

How was the EPA process different?
The project consultation and the EPA’s later public-comment process were separate. The first sought community input to planning and preliminary design. In October 2025, the EPA opened a seven-day public-comment period on whether the proposal should receive formal environmental assessment and, if so, at what level. That was a regulatory screening question, not a continuation of the project team’s consultation. The EPA’s public-comment page explains the referral process.
In November 2025, the EPA decided the proposal did not warrant formal assessment under Part IV of the Environmental Protection Act 1986. That decision is not a finding that the project has no environmental effects, nor does it mean other approvals or environmental management requirements do not apply. The EPA project record states the decision.
What is the project’s current status?
The project is now referred to as Perth Park. As of the official project pages accessed 8 October 2026, initial consultation and public design feedback are marked complete, while final design refinement and site establishment are active. The government says site establishment began in February 2026 and lists construction as planned from mid-2026 to late-2027. Its FAQ says conditional WAPC development approval was granted on 14 May 2026 for works on Venues West land and local government roads.
