It can prioritise assessment and, when an applicant uses a qualifying Life Cycle Assessment (LCA), reduce the LCA cost by up to $200. It does not guarantee approval: every proposal still receives a merit assessment under the applicable planning framework.
What GreenTrack offers
The City of Vincent introduced GreenTrack in January 2024 to encourage environmentally sustainable design in new homes and renovations. The current program offers free LCA reports as design support, priority assessment for eligible applications, and a reduction of up to $200 tied to the cost of obtaining an LCA. A separate eligibility route is available for developments that retain a qualifying significant tree. The current guidance covers more development categories than the original launch announcement, which focused on single houses and grouped dwellings. City of Vincent sustainable design guidance and City of Vincent launch announcement, 18 January 2024.
Who can use GreenTrack?
The City describes two principal routes: submit an LCA demonstrating environmentally sustainable design (ESD) principles, or retain a significant tree that meets its criteria. Eligibility depends on the proposal type and route.
| GreenTrack route | Eligible development types | What the application must show |
|---|---|---|
| LCA and ESD | New Single Houses, Grouped Dwellings and Multiple Dwellings assessed under Part C of the Residential Design Codes, including alterations and additions. | An LCA report demonstrating ESD principles, prepared by a suitably qualified assessor. |
| Significant-tree retention | Specified Single House, Grouped Dwelling, Multiple Dwelling, Commercial and Mixed-Use developments. Additions are included where construction costs exceed $50,000. | Plans showing that a qualifying significant tree will be retained, together with information explaining how it meets the City’s criteria. |
Development Assessment Panel (DAP) applications are not eligible for GreenTrack. Confirm the current requirements with the City before lodging, particularly if your proposal involves a less common development type or an addition. City of Vincent sustainable design guidance.

What counts as a significant tree?
The City’s criteria consider a tree’s health and ongoing viability, species status, height, trunk diameter and canopy size. Local native or Aboriginal heritage significance, and value as habitat or food for local fauna, can also be relevant. The criteria include alternative and species-specific measures, so there is no single height threshold that determines eligibility. Provide information about the particular tree and how it meets the City’s criteria rather than relying on height alone. City of Vincent sustainable design guidance.
How to apply
- Discuss eligibility before lodging. The City recommends a pre-lodgement meeting to discuss the proposal and confirm which GreenTrack route, if any, applies.
- Prepare a complete development application. Incomplete applications may affect the assessment process; the priority target begins after a complete application is submitted.
- Select the GreenTrack option. Tick the GreenTrack Priority Assessment box on the development application form.
- Include the evidence for your route. For the LCA route, submit a report prepared by a suitably qualified assessor and proof of payment. For the tree route, include plans showing retention and information addressing the City’s significant-tree criteria.
- Claim the applicable LCA fee reduction. The reduction is equal to the LCA cost, capped at $200.
The City’s public guidance requires a suitably qualified LCA assessor but does not name a particular assessor or a verified referral program. Applicants should confirm assessor suitability and any arrangements directly rather than assume the City endorses a provider. City of Vincent sustainable design guidance.

What priority assessment means—and what it does not
The City’s targets are to prioritise the first assessment within 10 days after receipt of a complete application, and to prioritise assessment of amended plans or further information within five days after they are submitted in response to a Request for Further Information. These are assessment targets, not promised approval dates; the overall time depends on the application and planning process.
GreenTrack does not give a proposal preferential determination. The City states: “Please note that using this service does not result in any preferential determination of a development and all proposals will require a merit assessment against the relevant planning framework.” A project must still meet the applicable planning requirements, and the service does not predetermine the outcome. A City case study published 8 April 2025 describes a Mt Hawthorn GreenTrack home designed by Klopper and Davis Architects. The project included energy-efficient and waterwise fittings, solar panels, limited east- and west-facing windows, ceiling fans, landscaping and native planting. The City reported 50% savings in global warming potential and net freshwater use for that home; this is a case-study result, not a typical or guaranteed saving for other projects.
