Why the City of Vincent Wants the State to Acquire Claisebrook Concrete Plant Sites

The City of Vincent wants the State Government to pursue compulsory acquisition of two Claisebrook concrete plant sites for planned mixed-use redevelopment. No acquisition decision is established.

The City of Vincent is urging Western Australia’s State Government to pursue compulsory acquisition of two concrete batching plant sites in Claisebrook so they can be redeveloped in line with the area’s planned high-density, mixed-use future. It is a request from the City—not an approved acquisition or redevelopment.

Which sites are involved?

The dispute concerns the concrete batching plant sites at 71 Edward Street and 120 Claisebrook Road, Perth. City of Vincent council minutes link the respective applications to state assessment references SDAU-069-23 and SDAU-068-23. In its September 2025 release, the City named Heidelberg and Holcim in connection with changes to conditions applying to the sites.

Why does the City want the State to acquire them?

The City’s planning argument is that continued industrial use is at odds with the future it has planned for North Claisebrook: a transit-oriented, mixed-use area near Perth’s CBD and Claisebrook Station. In March 2024, the City described both sites as Mixed Use R160 under Local Planning Scheme No. 2 (LPS2), with concrete batching allowed as an additional use due to expire on 30 June 2024. That is the City’s stated planning position, not an independent ruling on the dispute.

Mayor Alison Xamon argued that the sites’ proximity to the CBD and public transport makes them suitable for high-density housing. In the City’s 10 September 2025 statement, she proposed housing of at least 12 storeys. That figure describes the Mayor’s proposal; it is not an approved height limit or development plan.

The City’s March 2024 council minutes estimated that redevelopment across the North Claisebrook planning area could add 3,258 dwellings. This is the City’s planning estimate, not an approved project count or an independently verified forecast.

What changed in the plant conditions?

The City reported that on 28 June 2024 the Western Australian Planning Commission (WAPC) approved a time-limited extension for the two plants through 31 December 2027. This is the approval date and end date reported in the City’s Concrete Batching Plants archive; it does not establish whether a later decision changed the operative approvals.

On 10 September 2025, the City said the WAPC had approved changes to conditions imposed in June 2024. The earlier conditions required decommissioning within six months after operations ceased, along with contamination investigations, any required remediation, and removal of structures. The City’s release did not reproduce the revised wording, so the precise obligations now in force cannot be determined from that statement.

What is known about acquisition and redevelopment?

The City’s September 2025 release urged the State to pursue compulsory acquisition. The material available does not establish that the State agreed, began an acquisition process, or approved a redevelopment. It also does not state the potential public cost, legal implementation details, or how responsibility for decommissioning and remediation would be handled under an acquisition.

The practical alternatives are therefore not settled. The reported time-limited approvals could allow continued operation until their applicable end date, subject to any later changes. Earlier closure, acquisition or relocation could potentially make redevelopment possible sooner, but the timing, mechanism and feasibility of those outcomes have not been established.

What is the latest planning status?

The City’s planning status page says the WAPC approved the draft amended Local Planning Strategy for public advertising on 4 March 2026. Advertising closed on 3 August 2026, and the City says submissions would be reviewed before the strategy returned to the WAPC for final endorsement. The page does not establish that final endorsement has occurred.

As of the City’s latest cited acquisition request, dated 10 September 2025, no State decision on the request is established. The current operating status of the plants and the exact revised WAPC conditions likewise require confirmation from an official, up-to-date determination.
