Chiller vs. Air Conditioner: What’s the Difference?

Chillers cool water or another fluid; air conditioners cool rooms or building air. Learn how they can work together and what to compare before choosing a system.

A chiller cools a liquid—usually water—which is circulated to equipment that conditions rooms or serves a process. An air conditioner is a broader category: room units cool air directly, while central air-conditioning systems may use chillers as part of the cooling plant. The right comparison depends on what you need to cool, the building’s size and operating pattern, and the full system’s energy and lifecycle costs.

What is the difference between a chiller and an air conditioner?

The key difference is what each piece of equipment cools. A chiller removes heat from a liquid. Pumps move that chilled liquid through pipes to air handlers, process equipment, or other cooling loads. An air conditioner provides cooling to air or a space, either directly or through a larger building system.

That means “chiller vs. air conditioner” is not always an either-or choice. A chiller can be one component of a central air-conditioning system. ASHRAE notes that water chilling is most often used for air conditioning, while chillers also serve low-temperature refrigeration and industrial processes (ASHRAE, HVAC Design Pathway).

How each system delivers cooling

Chiller systems

A chiller uses a refrigeration cycle to remove heat from water or another fluid. In a building, pumps circulate the chilled fluid to air handlers or fan-coil equipment, which use it to cool indoor air. The warmed fluid returns to the chiller to be cooled again. A central plant may also need pumps and heat-rejection equipment, such as a cooling tower, depending on the chiller design.

Chillers are common in central building cooling and industrial applications where equipment or a process needs a controlled supply of chilled fluid. Their performance and operating costs therefore need to be considered as part of the plant, not just as a standalone machine.

Air conditioners

Room air conditioners cool a particular room directly. ASHRAE describes them as encased units designed primarily for window or through-wall mounting and intended to condition a room. Central air-conditioning equipment serves larger spaces through a distribution system, and its configuration can vary; it may include a chiller rather than cooling all the building air directly.

Which one suits a room, building, or process?

These are starting points, not equipment-sizing recommendations. The right design depends on project data, existing infrastructure, and local requirements. For central or process cooling, an HVAC design engineer can assess the loads and system arrangement.

Is a chiller more efficient than an air conditioner?

There is no single efficiency ranking that applies to every chiller and every air conditioner. The comparison must use a consistent boundary: for example, a chiller alone versus another cooling machine, or the complete chiller plant—including pumps and heat-rejection equipment—versus a complete air-conditioning system. Comparing one machine with a whole system can omit important energy use.

For chiller procurement, the U.S. Department of Energy’s Federal Energy Management Program (DOE FEMP) guidance, updated in October 2024, distinguishes air-cooled and water-cooled electric chillers and separates equipment expected to operate mainly at full load from equipment expected to operate mainly at part load. It specifies performance measurement under AHRI 550/590 procedures. Those are federal purchasing criteria, not a promise of real-world performance at every site. Consult the current criteria by chiller type, capacity, and operating profile when evaluating a purchase (DOE FEMP, Purchasing Energy-Efficient Electric Chillers).

For central air-conditioning equipment, federal efficiency requirements also vary by equipment category, capacity, and configuration (DOE FEMP, Incorporate Minimum Efficiency Requirements for Heating and Cooling Products into Federal Acquisition Documents). A rating from one category should not be treated as directly interchangeable with a rating from another.

Air-cooled vs. water-cooled chillers

For a chiller project, the method of heat rejection is another important choice. DOE FEMP says air-cooled systems avoid the need for a cooling tower, which can reduce installation and maintenance costs, but describes them as substantially less efficient than water-cooled models in its purchasing guidance. That is a general comparison, not a guarantee of the best lifecycle outcome for a particular building.

Water availability, climate, operating schedule, maintenance capability, and the design of the complete plant can affect the result. ASHRAE’s central-plant guidance covers chiller types, heat rejection, and operational considerations that inform this assessment (ASHRAE, Chapter 3: Central Cooling and Heating Plants, 2024 Handbook).

How to compare options for a project

For a meaningful comparison, establish the project’s needs and compare systems on the same basis. DOE FEMP recommends life-cycle cost analysis for chiller options rather than relying on purchase price or a single efficiency figure.

  1. Define the cooling load. Identify whether the need is room comfort, whole-building cooling, or a process load, and estimate how that demand changes over the day and year.
  2. Set the system boundary. Include the equipment and supporting components needed to deliver cooling, such as pumps, air handlers, and heat-rejection equipment.
  3. Match the rating to expected operation. For chiller procurement, distinguish full-load from part-load operation and use the relevant equipment class and AHRI 550/590 performance procedure.
  4. Check site constraints. Account for climate, available space, water and cooling-tower constraints, retrofit compatibility, and local project requirements.
  5. Compare lifecycle costs. Consider installed cost, energy use under the expected load profile, maintenance, and the operating schedule. Energy rates and maintenance needs can change which option is preferable.

Without project loads, site conditions, and a defined system boundary, a general chiller-versus-air-conditioner comparison cannot establish which option will use less energy or cost less to operate.

When a room air conditioner is the relevant comparison

If the need is limited to one room, compare room air conditioners on their suitability for that space and the applicable product information. A commercial chiller is designed to produce chilled fluid for a larger system or process; it is not a like-for-like replacement for a window or through-wall unit.
