Often, yes. Old seeds may still germinate, but the odds depend on the crop and how the seeds were stored. A packet date is a clue, not a universal expiration date. Test a small sample before relying on an old packet for a full planting.
How long do seeds stay viable?
Seed viability tends to decline over time, but there is no single expiration age that applies to every crop or packet. Cool, dry storage can help preserve seeds; warmth and humidity can shorten their useful life.
University of Vermont Extension’s 2026 guidance estimates that tomato and kale seeds are usually viable for about four years, while corn and pepper seeds are usually viable for about two. These are estimates, not guarantees. University of Illinois Extension’s 2023 guidance places several crops in a four-to-five-year range under suitable storage and notes that vigor may decline before germination stops. The estimates differ because crop, storage, and guidance assumptions vary.
Test an old seed packet before planting
A paper-towel test gives a practical household estimate of the share of seeds that sprout. You need a few seeds, a paper towel, water, and a sealable bag; a specialized test kit is not required.

- EASIER SEED STARTING: Our Burpee SuperSeed tray with 36 flexible pop-out cells is designed to simplify indoor seed starting for all your favorite vegetables, flowers and herbs. Just add seed starting mix, seeds, water and light to get growing! Rows are labeled alphanumerically for seedling identification with included Plant-o-Gram diagram. Tray dimensions: 11.5" x 10-3/8" x 2-1/4"
- SMARTER WATERING SYSTEM: Molded corner slots in each cell improve drainage and soil aeration to set your seeds up for germination success. Deep channels in the watering tray draw excess away from the cells, while the raised perimeter edge keeps water contained in the tray - no spills! Seed tray side handles make it easy to lift and pour off excess water or check seedlings daily.
- SIMPLER TRANSPLANTING: Soft food-grade silicone cells cradle seedlings and gently flex to pop out when it’s time to transplant into your outdoor garden! This system is specially designed to reduce stress on your seedlings, so you don't damage their roots. After transplanting, trays are easy to clean and reuse or simply store for next growing season. Top shelf dishwasher safe.
- SEED STARTER TIP: Many favorite vegetables, including peppers and tomatoes, must be started indoors before warmer weather arrives. Start pepper seeds 8-10 weeks before your area’s average last frost date, and tomato seeds 6-8 weeks before last frost. Check your Burpee seed packets for instructions on when and how to plant any of your herb, flower and vegetable seeds.
- 100% GUARANTEED: Burpee is committed to the success of all gardeners. We treat each order with care to ensure healthy seeds, plants, soil mixes and gardening supplies are packaged and sent in excellent condition. If you are unsatisfied with your purchase, we aim to make it right!
- Choose a sample. For a quick home check, Vermont Extension describes testing about 10 seeds. For a more informative estimate, Iowa State University Extension recommends at least 20 randomly selected seeds; 50 is better and 100 is best.
- Prepare the towel. Wet a paper towel, then squeeze out excess water so it is moist but not dripping.
- Arrange and enclose the seeds. Place the seeds on the towel, fold it around them, and put it in a sealable bag.
- Label and wait. Write the crop and start date on the bag. Keep it warm and the towel moist. Check around the expected germination time on the packet.
- Count and calculate. Count seeds once a root or cotyledon emerges. Divide the number that sprouted by the number tested, then multiply by 100 for the estimated germination percentage. For example, 7 sprouts from 10 seeds is 70%.
This is an estimate, not a laboratory-grade viability test. If you want to plant seeds that sprout in the towel, handle them carefully: their delicate roots can be damaged during transfer.
Decide whether to plant, sow extra, or replace the packet
- Strong test result: A high share of seeds sprouted, so planting is reasonable. Germination does not guarantee strong seedlings, however; vigor can decline even when seeds still sprout.
- Mixed result: You can sow extra seeds to compensate for a lower germination rate, particularly where thinning or extra seedlings are manageable.
- Low result: Vermont Extension suggests considering new seed if fewer than half the tested seeds germinate. Replacing the packet may be more dependable than relying on sparse or uneven emergence.
Prioritize testing packets of short-lived crops and seeds that spent time in warm or humid conditions. Treat the result as applying to the tested sample, not as a guarantee that every seed in the packet will perform identically.

Store leftover seeds to protect viability
Keep unused seeds cool, dark, and dry. A sealed glass jar or metal container can help protect packets from moisture. If you store seeds in a refrigerator, put them in an airtight container to limit exposure to humidity. An ordinary household container can be sufficient; a special seed-storage product is not essential.
