Its planned main tunnel will reach 390 metres below sea level—not 400 metres—and the Norwegian Public Roads Administration forecasts a 40-minute reduction in travel time between Bergen and Stavanger, not half a day. The project’s currently stated planned opening year is 2033.
What Rogfast is designed to connect
Rogfast, also called the Rogaland fixed link, is intended to connect the northern and southern parts of Rogaland and replace the existing ferry crossing over Boknafjord. It is one section of the E39 coastal route. The tunnel would remove that particular ferry crossing; it should not be understood as eliminating every ferry on the wider coastal journey.
The project’s official brochure describes a planned 26.7-kilometre undersea road tunnel. It presents Rogfast as planned to be the world’s longest undersea road tunnel. That is a project-design claim, not a statement here that the tunnel is already operating or that every record category has been independently verified.
How deep the tunnel will go
The planned tunnel’s deepest point is 390 metres below sea level, according to the Norwegian Public Roads Administration’s project brochure. The “400 meters” in the headline is a rounded figure. Rogfast is not yet open, so this is a planned engineering specification rather than an operating tunnel’s measured record.

How much time Rogfast is forecast to save
The project brochure forecasts a 40-minute reduction in travel time between Bergen and Stavanger once Rogfast opens. It does not support the claim that the tunnel itself will save motorists half a day. The time saving is a forecast, not a result measured after opening.
The stated benefit is tied to the planned replacement of the Boknafjord ferry crossing. Actual journey times will depend on the route and conditions when the tunnel and relevant connections are available.

How the tunnel is planned to be built
Project material describes two tunnel tubes with four lanes and a 4-kilometre branch to Kvitsøy. The main tunnel is designed with a maximum incline of 5%; the branch’s maximum incline is 7%. Three ventilation shafts are included in the design. The brochure estimates that the project will involve excavating 8.5 million cubic metres of rock.
The construction challenges identified by the project include high water pressure, difficult geology and poor-rock zones, preventing leakage, long tunnel interfaces, ventilation, and environmental considerations. These are significant design and construction concerns for a long tunnel at substantial depth; the brochure does not establish that they have already been resolved in construction.

When Rogfast is expected to open
The Norwegian Public Roads Administration’s project brochure and a February 2026 agency update give 2033 as the planned opening year. It remains a target, not a guarantee or a completed milestone. The sources do not establish a current completion percentage.
Nearby E39 improvements have separate planning and delivery processes. In a March 2026 update on the Smiene–Harestad link, the agency said planning work was intended to coordinate that connection with Rogfast’s planned 2033 opening. That does not make all surrounding road works part of Rogfast or guarantee that they will open at the same time.
