Choose toilet paper marketed to disperse readily, use only what you need, and flush nothing but human waste and toilet paper. Scott 1000 is one documented option: Scott describes it as one-ply, septic-safe, and suitable for low-flow toilets, but its performance claims come from the manufacturer—not an independent comparison. No toilet paper can guarantee clog-free plumbing, especially when pipes or a septic system have another problem.
What toilet paper is least likely to clog pipes?
Look for toilet paper whose packaging or manufacturer says it disperses easily in water, then use an appropriate amount. This is a practical selection criterion, not a guarantee that a product will prevent a blockage in every home. Taiwan’s Ministry of Environment advises consumers to look for packaging that indicates easy dispersal and to flush an appropriate amount (Ministry of Environment guidance, 2026).
For homes with septic systems, the US Environmental Protection Agency advises: “Only flush human waste and toilet paper down the toilet.” Its guidance identifies wipes, paper towels, and other inappropriate items as potential contributors to clogging or system failure (EPA septic-system FAQ). Local wastewater authorities give similar advice; Portland summarizes it as “Flush only the 3 Ps — pee, poop and toilet paper” (City of Portland flushing guidance).
A documented option: Scott 1000
Scott’s US product page describes Scott 1000 as one-ply, septic-safe, and suitable for low-flow toilets. It lists 1,000 sheets per roll, though pack sizes and specifications can change. Scott also says the paper dissolves “10x faster” than a named national-brand soft-and-strong mega roll. That is the manufacturer’s comparison, not an independent test result or proof that Scott 1000 will outperform every competing tissue in every plumbing system (Scott 1000 product page).

That makes Scott 1000 a relevant option to consider—not a proven overall winner. Product labels such as “septic-safe” and “disperses easily” should be read as claims tied to that product and its intended use, not as a universal guarantee for all pipes, toilets, or septic systems.
How to compare toilet paper for your plumbing
- Check dispersibility wording. Prefer a product whose packaging or manufacturer specifically describes how it disperses. Claims may use different methods, so they are not automatically comparable.
- Match the product to your system. If you have a septic system or a low-flow toilet, look for explicit product guidance for that use and follow the system manufacturer’s or local authority’s instructions.
- Use an appropriate amount. A product’s ply count alone does not establish its clog risk. Avoid using more paper than needed.
- Do not flush wipes or paper towels. “Flushable” on a wipe label does not make wipes equivalent to toilet paper. Utilities warn that wipes can snag or accumulate in pipes and interfere with pumps (JEA wipes guidance; Erie County septic guidance).
What flushability testing does—and does not—show
The Water Services Association of Australia’s Flushable Products Standard FAQ describes a criterion in which, after 60 minutes under forces similar to those in a wastewater pipe, the majority of a product should be in pieces smaller than 2.45 cm square (WSAA standard FAQ, updated October 2024). This is a criterion in a standard, not evidence that every toilet paper product has passed it. Nor does one test criterion establish that a product will avoid a clog in a particular home.

When a toilet-paper change will not fix the problem
If blockages keep returning, investigate the plumbing or septic system rather than assuming the paper is the cause. Charmin’s manufacturer guidance identifies tree roots blocking drain lines and cracked drain lines as possible causes of plumbing problems; a paper change cannot repair either one (Charmin plumbing guidance). A plumber or septic-system professional can diagnose recurring backups, damaged lines, or other obstructions.
