That is a manufacturer statement, not an independent test or proof that it leaves less lint than every competing brand.
“Residue” can also mean toilet paper that does not break down quickly after flushing. That is a separate issue: Scott’s claim about fast dissolution addresses post-flush breakdown, not lint during use.
Which toilet paper is meant to leave less lint?

This makes Angel Soft 2-Ply the most directly relevant option in the available product information. The claim comes from the manufacturer; no independent head-to-head lint test establishes that it performs better than other toilet papers.

How to choose based on what you mean by residue
- Lint or fragments during wiping: Angel Soft is the only option here whose manufacturer explicitly addresses minimizing lint or residue.
- Added fragrance or dyes: Cottonelle Ultra Clean is described by its manufacturer as having neither. That attribute is not evidence of lower lint.
- Breakdown after flushing: Scott 1000’s published dissolution claim may be relevant to this different concern. It does not establish anything about lint on skin.
There is no independent comparative lint test in the available sources, so a definitive ranking of brands by residue is not established. Ply count, softness, or texture alone should not be treated as proof of lower lint.

If residue is part of a sensitivity concern
ECARF Institute says toilet-paper ingredients such as preservatives or fragrances can provoke local allergic reactions, while noting reactions cannot be ruled out for every individual case. See ECARF’s toilet-paper criteria. If you are trying to avoid a particular ingredient, check the product’s current packaging and ingredient information; a “no added perfumes or dyes” claim is not a guarantee that a product will prevent irritation or suit everyone.
