What high efficiency means for a toilet
For U.S. buyers, EPA WaterSense is a useful starting point for evaluating efficient toilets. EPA says the tank-type toilet specification Version 1.2 remains in effect while the effective date for Version 2.0 is paused. Because that transition can change, check EPA’s current residential toilet guidance before buying.
Under Version 1.2, a toilet’s effective flush volume must be no more than 1.28 gallons, and it must remove at least 350 grams of solid waste under the specified performance test. These requirements apply to that specification version; they are not a statement that Version 2.0 is already in effect. See the EPA Version 1.2 tank-type toilet specification.
EPA released Version 2.0 in May 2024, but its effective date is paused. If implemented, it would limit a single-flush toilet to 1.28 gallons per flush and apply the same maximum to a dual-flush toilet’s full-flush mode. EPA’s May 2024 revision summary explains that the agency received feedback that some 1.6-gallon full-flush dual-flush models might not deliver expected real-world savings because of user confusion, preferences, or other factors. The summary reported more than 5,200 labeled tank-type models at that time; it is a dated count, not a current total.

How dual flush works—and what it does not promise
A dual-flush toilet offers a reduced-volume flush intended for liquid waste and a full-volume flush intended for solid waste. The user selects the mode, commonly with a split button or lever. The water actually saved depends on how often people choose the reduced setting and whether the toilet clears waste effectively on that setting.
Do not assume a dual-flush model will save a fixed amount per year. Household use and local water and sewer costs affect the result; EPA’s revision summary discusses why real-world behavior can make expected savings differ from actual savings.

How to choose a two-piece toilet
- Check the exact WaterSense listing. Search EPA’s WaterSense toilet database for the specific tank-and-bowl combination. The label applies to listed configurations, so a tank or bowl should not be assumed eligible just because a related model is labeled.
- Match the toilet to your plumbing and room. Confirm rough-in—the distance from the finished wall to the floor drain—as well as overall width, depth, and height. Check that the bowl shape and seat height suit the people using the bathroom and that the door, vanity, and other fixtures leave adequate clearance.
- Compare the flush volumes and mechanism. For dual flush, compare both the reduced and full-flush ratings and confirm which mode is intended for each use. EPA’s product search describes gravity and pressure-assist mechanisms and provides filters to help distinguish products.
- Review performance evidence carefully. WaterSense certification includes a flush-performance test under the applicable specification. Treat other performance, cleaning, or quietness claims as manufacturer claims unless comparable independent evidence is available.
- Price the complete configuration. Check whether the seat and other required components are included, and confirm compatibility before adding a separately sold seat. Compare the cost of the complete toilet setup, not just the base model listing.
Documented example: American Standard H2Option 2889518.020
LIXIL Pro lists this American Standard model as a two-piece, gravity-flush, dual-flush toilet. Its published specifications are 1.28 gallons per flush for the full flush and 0.92 gallons for the reduced flush, a 12-inch rough-in, and nominal dimensions of 27-3/4 by 15 by 30 inches. The bowl is standard height and round front.
The manufacturer identifies the model as meeting WaterSense and MaP PREMIUM criteria. Those are manufacturer-published claims; verify the exact tank-and-bowl combination in EPA’s live database rather than assuming the listing is current. The seat is not included. LIXIL Pro shows the Cardiff slow-close round-front seat, model 5259B65MT.020, as an optional component; confirm compatibility before purchase. Specifications and configuration details are on the LIXIL Pro product page. The listing does not establish current retail availability or comparative superiority over other toilets.

- Measure the rough-in and available space, then check the listed dimensions, bowl shape, and height.
- Decide whether a dual-flush control suits household use, and compare both flush volumes.
